Every Child a Graduate Conference January 13, 2011

 Overview of SWIS TM  Overview of SIMS  Similarities/differences between SIMS and SWIS TM  Examples of possible applications for SIMS and SWIS TM

 School-Wide Information System (SWIS TM )  Web-based information system for gathering, entering, summarizing, reporting, and using office discipline referral information  Purpose: Improve the ability of school personnel to develop safe and effective learning environments and to improve decision-making.

 Data Collection System ◦ Coherent system for assigning referrals ◦ Allocation of FTE to enter data (30 seconds per referral) and generate reports  Computer Application ◦ Web-based, continuously available, secure  Decision-Making ◦ Use of data:  School-Wide  Individual Student

 Office Managed (major) and Classroom Managed (minor) behaviors  Clear definition of each problem behavior ◦ Consistency among teachers in deciding what the offense is  Referral Form ◦ Must include Student Name, Grade, Name of Person Writing Referral, Date, Time, Location, Problem Behavior, Possible Motivation, Others Involved, Administrative Decision

 Use data in “decision layers” ◦ Is there a problem? (overall rate of ODRs) ◦ Localize the problem  Location  Time of Day  Problem Behavior  Students ◦ Get specific – make sure you really know the problem well before coming up with solutions ◦ Be efficient and consistent  Use data on a regular basis (every 2 weeks or monthly) to monitor key indicators and identify problems before they become difficult ◦ Use data to assess if solutions are working

 Average Referrals per Day per Month  Referrals by Problem Behavior  Referrals by Location  Referrals by Time  Referrals by Student  Other Reports ◦ Motivation ◦ Individual Student ◦ Over 1,500 available!

 Application within SWIS TM  CICO is a Targeted Intervention ~10% of population  CICO – daily progress report card based on school expectations – standard for all students ◦ Serves as instructional prompt for students and staff ◦ Provides written feedback throughout the day ◦ Is a data collection tool for progress monitoring  Data Entry and Report Generation (Aggregate and Individual Student options)

 Expected to be released in Spring 2010  Tier 3 – monitors individual student systems  Functional Behavior Plan templates will be available  Behavior Support Plan templates will be available  Customized plan for each student ◦ You decide what types of data to collect for each student

 Schools using SWIS TM sign a license agreement with the University of Oregon that includes an annual fee of $250 per school per academic year.  Schools using CICO-SWIS TM pay an additional $50 per school per academic year.  Schools using ISIS-SWIS TM pay an additional $150 per school per academic year. Do not need CICO to get ISIS.  Note: A discount is available for districts paying for 30 or more schools on a single invoice.

 SWIS TM is used for locally controlled decision making  SWIS TM can be used for daily, weekly, monthly, and yearly decision cycles  SWIS TM can be used to make decisions affecting individuals and groups  SWIS TM data must be current (within 48 hours)  SWIS TM data is used by school teams

 Double Entry ◦ Enter all office discipline referral information into both systems, OR ◦ Enter all ODR information into SWIS TM ; only state reportable offenses into School Information System  S-Dex: (DISTRICT IT ASSISTANCE NEEDED) ◦ Download data from SWIS TM and upload into School Information System ◦ ◦ Manual available under Users->Resources on  ASIST: (DISTRICT IT ASSISTANCE NEEDED) ◦ Download data from School Information System and upload into SWIS TM ◦ Manual available under Users->Resources on

 School wide discipline is 1 of the top 3 school goals.  Administrative support for the implementation and use of SWIS TM as a decision-making tool.  School has a coherent ODR process. ◦ Problem behaviors are clearly defined. ◦ The rules for assigning an office referral are used consistently across faculty. ◦ The process captures all problem behavior events needed for effective decision-making.  School uses an ODR form that is consistent with SWIS TM format, content, and problem behavior definitions.  A behavior support team exists, and will review SWIS TM data at least monthly.

 Behavior support team agrees to a 90-minute training on use of SWIS TM data for decision-making (training delivered by the SWIS TM Facilitator).  Personnel time is identified for data entry and report generation.  3 people within the school are identified to receive one 2-3 hour session of uninterrupted training on the use of SWIS TM (training delivered by SWIS TM Facilitator).  School has computer access to the Internet, and 1 of these web browsers: Internet Explorer 7.0 or higher for PC, Safari 1.0 or higher, Mozilla 1.5 or higher, Firefox 1.5 or higher, or Netscape 7.0 or higher.  School district agrees to provide a facilitator who will work with school personnel on data collection and decision-making procedures

RtI is a process for achieving higher levels of academic and behavioral success for all students through: ● High quality instructional practice ● Continuous review of student progress ● Collaboration For more information about RtI from DPI, go to:

● RtI is for all children and educators ● Successful implementation requires collaboration ● RtI applies to both academics and behavior

● RtI requires the use of assessment to inform instructional practices ● RtI emerges from and supports research and evidence-based practice

Problem-solving is the process that is used to develop effective instruction (core curriculum and intervention).

Problem Solving Model 2.Collect and Analyze Data 1.Identify the Need/Concern 3.Develop a Plan 4.Implement the Plan 5.Monitor Progress; Review & Revise the Plan

● Provide teachers and other staff an easy to use record keeping tool ● Maintain information over time, making it available to other staff ● Improve the success of students

SIMS uses information from a district’s student information system Student data is used to support steps in the problem-solving model

Indicate that a student’s performance in some area should be reviewed Create common threshold across schools and students for review of progress Correspond to objectives Are established by a district

Flags in SIMS

SIMS State-Wide Training Goals Engagement Learning Relationships Objectives Improved attendance Proficient Math or LA Improved behavior

●Interventions grouped into categories ●Intervention frequency and duration ●Suggested progress monitoring tool linked to each intervention

SIMS Demonstration Site:

● SIMS is available for interested districts ● Districts will access SIMS through their CESA ● $1500 fee SIMS State-Wide Training

● What is provided : ●4 Users trained per district ●Content Builder training ●Local system administrator training ●Technical support via phone and ●Third party hosting of the software SIMS State-Wide Training

SIMSSWIS TM Flags can indicate when there is a concern for individual students in areas of behavior, academics, and attendance Collects ODR Data Districts, schools, and teachers can design and customize interventions and progress monitors Produces Aggregate Graphs for PBIS Data-Based Decision Making Collects individual and group student data Collects CICO Data Produces student level reports to show impact of interventions; aggregate graphs are in development Produces Individual and Aggregate Graphs for CICO System Software is free, open source; training and technical support available for $1500 per district $250/School, additional cost for CICO Linking to School Information System requires some manual effort – process is still in development Linking to School Information System is do-able but cumbersome

 …track which individual students are/have been on academic and behavioral interventions? ◦ SIMS  …progress monitor the success of interventions for individual students? ◦ SIMS ◦ SWIS TM can be used to progress monitor CICO  …progress monitor the success of interventions for groups of students? ◦ SWIS TM can be used to assess the effectiveness of CICO for all students on this intervention  …make data-based decisions on school-wide behavior? ◦ SWIS TM

 …document team problem solving discussions about a student prior to implementing interventions? ◦ SIMS  …easily transfer student data throughout a district ◦ SIMS ◦ SWIS TM
