Stormwater 101: How to stay out of trouble with TDEC

Agenda ► Who is covered by CGP? ► TBR construction site CGP compliance process ► CGP primer: ► Non-construction related stormwater issues ► Streams: What you can do around them and what you can’t 2

Construction General Permit All disturbances ≥ 1 acre: ► Regulated by TDEC ► Notice of Coverage ► Site-specific SWPPP ► Twice weekly inspections ► SWPPP updates ► Rainfall monitoring ► Site assessments ► Final stabilization ► Notice of Termination 3

4 Universities MS4 permit A/E firm: SWPPP, NOI twice weekly inspections NOT University: 3 rd party SWPPP review monthly audit Community colleges, TCATs A/E/ firm: SWPPP, NOI twice weekly inspections NOT CC, TCAT: Keep an eye on site Construction General Permit - TBR

TBR ProjectDesigner Design, including stormwater CGP application TDEC NOC Contractor: twice weekly inspections Monthly Audit checklist: University Rep Plans review checklist Notice of Termination: TBR Project Manager Design includes permanent SW treatment practices List of acceptable practices Design guidance Standard operation and maintenance plans Maintenance SOP by campus Long term maintenance Construction begins As built certification Construction complete As Built Certification form Late 2015

TBR ProjectDesigner Design, including stormwater CGP application TDEC NOC Contractor: twice weekly inspections Monthly Audit checklist: University Rep Plans review checklist Notice of Termination: TBR Project Manager Design includes permanent SW treatment practices List of acceptable practices Design guidance Standard operation and maintenance plans Maintenance SOP by campus Long term maintenance Construction begins As built certification Construction complete As Built Certification form Completed by consultant Before submittal to TDEC

Discuss at Precon NOC – post on job board ► TNRXXX <- permit tracking number Rainfall monitoring

Discuss at Precon Twice weekly inspections ► Contractor to perform and document ► Documentation should stay with field SWPPP Site assessments ► Designer to perform ► PE, Landscape Architect, Certified Professional in Erosion and Sediment Control (CPESC), Certified Professional in Storm Water Quality (CPSWQ), TDEC Level II certified. ► Documentation should stay with field SWPPP TBR/University rep performs monthly audits to ensure contractor and designer are complying

Rainfall depth and estimated storm duration should be reported Ex: 0.7 inches in 2.5 hours TBR Audit

2yr, 24hr or 5yr, 24hr storm Google: NOAA Atlas 14 For TSU: 2.25 inches in 1 hour Tip: Print the table at the beginning of construction and put it with the SWPPP

Why did the measure fail? ► Large rain event that exceeded the design storm ► Poor maintenance ► Poor installation ► Too much drainage area Helps the inspector give recommendations How do you use that?

Site check ► Generally verify site conditions match the inspection documentation

TBR ProjectDesigner Design, including stormwater Stormwater “how-to” for TBR project managers CGP application TDEC NOC Contractor: twice weekly inspections Monthly Audit checklist: University Rep Plans review checklist Notice of Termination: TBR Project Manager Design includes permanent SW treatment practices List of acceptable practices Design guidance Standard operation and maintenance plans Maintenance SOP by campus Long term maintenance Construction begins As built certification Construction complete As Built Certification form Final stabilization = at least 70% coverage with permanent ground cover

Non-construction related SW issues ► Illicit discharges ► Only stormwater is allowed in stormwater system ► Non-stormwater: ► Coolant ► Oil, grease ► Cleaning fluids ► Paint washup ► Good housekeeping practices ► Materials management ► Fluids, solvents, materials that can mix with rainfall runoff should be stored under cover or inside a building ► Washout containers, wash vehicles on grassy surfaces 18

Streams Routine maintenance Mow, remove vegetation Construction related Cannot remove vegetation Can mow grasses (not bush hog) Permits required: To realign stream To cross stream (roads) Ditch or Stream? Get a stream determination by Qualified Hydrologic Professional or TDEC – don’t guess! 19
