Parking Changes Chapter 19.51 Districts Clarifying Changes Examples Charts Accessory structures

Definitions 19.09 19.09.191 Driveway An improved access which is used primarily to connect off-street parking spaces to the public right-of-way. All areas intended to be utilized as driveways and parking areas shall be surfaced with asphalt or concrete to control dust and drainage. The use of bricks, gravel or pavers will require a conditional use permit. In all cases, permeable or pervious materials are preferred. Plans for surfacing and drainage of driveways shall be submitted to the City for review and approval. 19.09.460  Lot coverage, maximum. "Maximum lot coverage" is the total impervious area that can be occupied by principal accessory structures, parking areas, drives, sidewalks, and similar at-grade structures. 19.09.540  Parking space or parking stall. "Parking space" or "parking stall" means a graded and paved area of not less than one hundred eighty square feet in area either enclosed or open for the parking of a motor vehicle, having adequate ingress and egress to a public street or alley except as additionally provided for in Section 19.50.010. All areas intended to be utilized as parking areas and driveways and parking areas shall be surfaced with asphalt or concrete to control dust and drainage.The use of bricks, gravel or pavers will require a conditional use permit. In all cases, permeable or pervious materials are preferred. Plans for surfacing and drainage of stalls and driveways shall be submitted to the City for review and approval.

Changes in Chapter 19.51 Traffic, Parking and Access All driveways parking areas shall be surfaced with asphalt or concrete unless otherwise noted in the zoning district:   For new driveway and parking areas, such surfacing shall be completed within 9 months of the site plan or parking lot plan approval or in accordance with the timeline established in the site plans.  Driveway shall be paved within nine (9) months of installation of the permanent street.  For properties with existing driveway and parking areas that are not surfaced with asphalt or concrete, such surfacing shall be completed prior to the sale of the property or within nine (9) months of the sale of the property. Changes in Chapter 19.51 Traffic, Parking and Access Driveway Aprons   The driveway apron is defined as the area between the sidewalk and the curb. The apron shall be installed from the street curb to the sidewalk. When there is no sidewalk, the apron shall extend a minimum of 6 feet from the back of the curb towards the property. Paved aprons shall be installed: At such time that the property gravel becomes a nuisance in street right-of- way. Aprons that are not surfaced with asphalt or concrete, such surfacing shall be completed prior to the sale of the property or within nine (9) months of the sale of the property. http://www.ashburnfarmassociation.org/ARB/driveways.html

Changes in Chapter 19.51 Traffic, Parking and Access Driveway Maintenance Requirements   All property owners shall be responsible for the long-term maintenance of the driveway and related drainage. Off Street Parking – Districts Off-street parking, including both surface parking and enclosed parking, shall conform to the following guidelines and shall be reviewed as part of submitted site plans: All parking areas must be hard surfaced with materials to control dust and drainage, such as asphalt and concrete. Brick, pavers or gravel is a Conditional Use Permit (CUP). Access, drainage and stormwater management must be considered. Consideration must be given to the visibility and potential impact on abutting properties. Off Street Parking – Residential District Proprieties with three (3) or more unrelated residents shall have designated parking stalls. Permitted cars will have either numbered parking stalls, hanging tags or parking stickers to identify permitted vehicles. The intent is to identify permitted vehicles to clarify ticketing and/or removal of unauthorized vehicles by the authorities. http://media.techeblog.com/images/parking_fails.jpg

Off Street Parking – Overlay District 19.19.015 Relationship to underlying zoning district classification. Partner with University of Wisconsin-Whitewater (UW-W) UW-W is doing an inventory of the current parking. This report should be finished & available in 4 to 6 months. Undertake a watershed or neighborhood stormwater studies - District 19.15.060 Yard Requirements. Minimum yard requirements in the R-1 district are as follows: Front, twenty-five (25) feet, corner lot, twenty-five (25) feet (not more than forty (40%) percent of the front yard may be impervious surface except as a conditional use); Side, ten (10) feet, corner lot twenty-five (25) feet; Rear, thirty (30) feet; Shore, seventy-five (75) feet. (Ord. 994 § 3.6(E), 1982)

Undertake a watershed or neighborhood stormwater studies - District 19.15.070  Lot Coverage. Maximum impervious area lot coverage in the R-1 district is forty (40%) percent, unless a lower percentage is required by the stormwater ordinance. Add to Districts One (1) accessory structure may be located in the front or side yard if the following requirements are met. The total square footage of the front yard is greater than or equal to 43,560 square feet. Existing residences regulated by R-2 dimensional standards (GG) New residential uses meeting the standards of the R-3 district, when mixed with permitted uses in a unified project (HH); 19.27.020  Permitted uses. New residential uses meeting the standards of the R-3 district, when mixed with conditional uses in a unified project (I) 19.27.030  Conditional uses. Existing residences regulated by R-3 standards (GG) 19.27.020  Permitted uses. New residential construction or existing residential modification resulting in addition of units or bedrooms. The residential must meet the standards of the R-3 district. 19.27.030  Conditional uses.

Residential Use in Non Residential Districts First Floor Residents may be permitted if it meets the following standards. The Unit is ADA compliant There is no main street access
