General Idea of Pavement Condition Index Levels A PCI of 10 to 39= less than 3 yrs. of life (Fail). A PCI of 40 to 59= 3 to 6 yrs. of life (Very Poor). A PCI of 60 to 69= 6 to 8 yrs. of life (Poor). A PCI of 70 to 79= 8 to 10 yrs. of life (Fair). A PCI of 80 to 84= 10 to 12 yrs. of life (Good). A PCI of 85 and above= 12 and more years of life (Very Good).
