3 The Fundamental Challenge ADUSD MP&P tasked NDIA to study the problem:  Review a framework for EHM developed by the JSF PHM Lead  Assess and recommend a set of applicable guiding principles  Use the proposed framework to identify common system level gaps and barriers to achieving CBM+  Determine the need and desire for an overarching alliance of industry, government, academia, and professional societies to accelerate uptake of CBM+ enabling technologies into the Services’ platforms. “Despite significant investment in technology-the uptake of CBM+ enabling technologies and emerging concepts like Enterprise Health Management (EHM) into operational forces is languishing due to significant gaps and barriers preventing effective technology transition.”

4 Current State A common vision of CBM+ is shared across Government, industry and academia Although the processes are in place, actual transition of CBM+ Enabling Technologies has lagged Transition of CBM+ enabling technologies and solutions has been minimal Therefore--the associated benefits to readiness and affordability have not been fully realized!

5 EHM and CBM+ “EHM is the capability to make intelligent, informed, appropriate decisions about design, logistics, maintenance and operational actions based on health management information, available resources, acquisition strategy, and operational demand”

6 EHM Framework EHM Framework: a common reference model for assessing operational needs and business case, identifying technology gaps, developing roadmaps and collaboration opportunities, assessing enterprise integration constraints and capability transition elements. Business Executes a systematic approach to identify the desired EHM capabilities and quantify the expected EHM performance/ROI in support of the system mission objectives. Architecture The structure of components, their relationships, and the principles and guidelines governing their design and evolution over time. (DoD, based on IEEE ) S&T Capability Defines a systematic, metrics-based approach that identifies and assesses the maturity of certain technologies (critical technology elements) necessary to achieve the required capability. Infrastructure The enabling resources (s/w, h/w, etc.) supporting health information flow from point of source to point of use throughout the enterprise. Implementation Provide effective solution implementation across the enterprise, including: Business Ops, Maintenance, Operations/Fleet Mgmt, Training, Support Equipment, Supply Chain, Mfg/OEM/Depot, Sustaining Engineering CBM+ Enabling Technology gaps/barriers identified across functional domains

7 Strategic Focus Areas Strategic Focus AreaState Change Needed EHM Systems Engineering Process and Framework An EHM framework with SE process to drive transition of CBM+ Enabling Technologies. Architecture A reference model with tools to develop effective architectures. Standards Use of existing standards, and creation of new standards for EHM. Alignment/Collaboration Alignment/collaboration across industry, government and academia Policy Revise existing CBM+ DoD policy to add link to EHM framework. Business Case/Communication Cost modeling tools that link requirements, solution, CONOPS, KPPs, and LCC management objectives of the particular program. Organization/ Leadership An “ overarching leadership structure ” that effectively integrates the various elements of EHM. Education Training and educational resources for CBM+. Test Environments and Guidelines Test environment and guidelines to demonstrate validity and maturity of a given CBM+ approach. Study identified nine Strategic Focus Areas vital to transition:

8 Recommended Actions (Forward Strategy) Form EHM WIPT under existing CBM+ Action Group (AG) to assess and align ongoing CBM+ initiatives, formalize EHM process and address Strategic Focus Areas identified Form an alliance among government, industry, and academia to collaborate and promote the transition of CBM+ Enabling Technologies, and the adoption of the common EHM framework. Create an Enterprise Demonstration (Pilot) Program--integrating CBM+ Enabling Technologies from the major ongoing programs, government labs, industry and academia, initiate an effort to demonstrate the effective benefits, implementation, and transition of a CBM+ enterprise solution based on the proposed EHM framework approach. Plan/do/check/adjust– to provide a measure of progress against the strategic focus areas

14 EHM Demonstration (Pilot) Program Goal “Integrating CBM+ components from the major ongoing programs, government labs, industry and academia, demonstrate the benefits, effective implementation, and transition of a CBM+ enterprise solution based on the proposed EHM framework approach.” Follow-up Actions  Develop approach/concept for demonstration/statement of objectives  Form program implementation team  Determine appropriate funding stream (e.g., ACTD, JCTD, DAC, etc.) & data call schedule requirements
