VDL Mode 0 The FAA has received continued feedback from aircraft operators to expand their accommodation POA to the planned implementation in the domestic US En Route airspace It is estimated that there are a little more than 500 aircraft equipped with FANS 1/A that do not have VDL Mode 2 In domestic US airspace the FAA Air Traffic Organization takes responsibility for the required communications performance from the controller to the aircraft’s antenna over VDL Mode 2. Aircraft operator are responsible for required communication performance over communications media other than VDL Mode 2 (Similar to oceanic responsibility) The NGIW recommends that the FAA allow operators to use FANS 1/A over media other than VDL Mode 2, including POA, in en route airspace. The NGIW recommends that the FAA to develop an En Route Data Communications trials program to validate the proposed operational concept and validate Mode 0 performance. 7

Operator Commitments The Data Comm Equipage Incentive Program has eight agreements between Harris Corporation and individual operators In order for the Data Comm Program to be successful, industry stakeholders will work to honor the commitments documented in the MOAs. In addition, industry and the FAA will work together to promote the use of Data Comm services across as many aircraft as feasible beyond the incentivized equipage program with the joint goal of ensuring the benefits of Data Comm services are realized across the operation for all stakeholders and users of the NAS. Aircraft operators and OEMs will work with FAA to address interop issues with cockpit avionics in a timely fashion to support program objectives. Aircraft operators will work with FAA to support key site activities and the waterfall with DCL Operations. 8
