Text CCWG on Enhancing ICANN Accountability Charter

Text Goals & Objectives Primary goal is to deliver proposals that would enhance ICANN’s accountability towards all stakeholders. Goal is for the IANA Stewardship Transition proposal to be communicated in a timeframe which is consistent with the expiration date of the current IANA Functions Contract (30 September 2015).

Text Scope In scope: accountability mechanisms regarding all of the functions provided by ICANN; Out of scope: accountability for the administration of the IANA (addressed by communities outlined in the ICG Request for Proposals); Request for Proposals 2 tracks are "interrelated and interdependent" therefore coordination will be key.

Text Two Work Streams Work Stream 1: focused on mechanisms enhancing ICANN accountability that must be in place or committed to within the time frame of the IANA Stewardship Transition; Work Stream 2: focused on addressing accountability topics for which a timeline for developing solutions and full implementation may extend beyond the IANA Stewardship Transition.

Text Deliverables & Timeframe Allocate issues to Work Stream 1 (WS1) and Work Stream 2 (WS2). Some issues may span both Work Streams. WS1 deliverable of the CCWG will be provided to the ICG and CWG- Stewardship. The delivery of WS1 Proposal is expected to occur following approval of the ICANN Board. First step is to develop work plan and timetable, and align the timelines for WS1 with the CWG-Stewardship and ICG timelines.

Text Group Composition Members appointed by chartering organizations Participants – open to anyone interested ATRT Expert (past participant) ICANN Board liaison ICANN Staff representative All to participate on equal footing – only in circumstances where a formal consensus call may be required, this would be limited to members

Text Expert Advisors In addition to community, CCWG will have input from the Advisors selected by the Public Experts Group. Advisors are expected to contribute to the dialogue – similar to other CCWG participants. CCWG may identify additional advisors to contribute to its deliberations. Should additional costs be involved, prior approval must be obtained from ICANN.

Text Decision-making Methodology Chairs responsible for designating recommendations as having: o Full consensus – a position where no minority disagrees ; identified by an absence of objection o Consensus – a position where a small minority disagrees, but most agree Minority viewpoints, if applicable, to be included in the CCWG report

Text Principles of Operation Rotate meetings from a timing perspective to share the burden as members and participants are located in different time zones (proposed 11:00 and 14:00 UTC) No firm decisions are taken during any single meeting without the substance of those decisions having been articulated and open for review / consideration by those that may not have been present during the meeting

Text Roles & Responsibilities Members are expected to communicate the views of the communities that have selected them to the CCWG, but also communicate back the information and deliberations from the CCWG to their respective communities Members and participants are expected to be familiar with and remain consistent with the pre-existing documents and documents developed during the course of the work of the CCWG
