Summary Care Record (SCR) A change to the GP contract, planned to come into effect from April 2014 is that:- ‘GP practices will be required to provide an automated upload of their summary information to the Summary Care Record (SCR), or have published plans in place to achieve this, by 31 March 2015.’

Ipswich and East Suffolk CCG 16,987 SCRs were uploaded at Stow Health in June (4.5% IESCCG patients) No other IESCCG practices have so far agreed to upload SCRs This is despite exploratory meetings having been held or planned with 6 other IESCCG practices, and letters having been sent to all IESCCG lead GP’s and practice managers in September Note that WSCCG have uploaded 4 practices (20% WSCCG patients)

Practice Activity to upload SCRs (6-8 week timeframe) Provide SCR leaflets and opt-out forms in new patient packs Provide SCR publicity at practice (posters, leaflets, website etc) Record any patient opt-outs (usually around 1.5% of list, most of which will already have been recorded as a result of March 2010 mailshot) Confirm data quality Ensure appropriate levels of RA access Short concept training to enable most practice staff to answer general SCR queries ( minutes) Specific training for certain admin staff involved in daily recording of patient details ( minutes). This may involve minor business process changes.

Project Team Activity to upload SCRs (6-8 week timeframe) Order SCR upload for practice through HSCIC and clinical provider Order and provide SCR leaflets and posters to practice Deliver concept and specific training to practice staff Trigger the overnight SCR upload (this will not impact on practice running) Resolve post-upload reports on-site at practice Ensure practice staff feel confident about SCR

Way forward……… Practices need to come forward to upload SCRs Planned dates should be agreed for all IESCCG practices Probably need to aim to upload a Suffolk practice (IESCCG or WSCCG) nearly every week from now on to achieve HSCIC objective. Complete mailshot for 5 practices that were omitted from the original March 2010 mailing because their clinical systems at time did not support SCRs. Note that a steady stream of practices coming forward will require less SCR project team resource than a ‘sudden late rush’ (which might adversely impact the amount of GP IT money that there is available for other activities….)
