Page 9 SETBACK: FAILURE TO QUALIFY AFCON 2012 Lessons Learned –Process failure Check-list did not include formally studying rules and discussing them No one person charged with this KPA –Technical failure All made incorrect assumptions based on earlier CAF communications and did not check them All made assumptions based on FIFA rules and traditional practice and did not check them Ambiguities and problems with the Rules not clarified beforehand –Management and Support failure Need to boost capacity in national team management Need to involve Legal department in Rules and Regulations briefings Need to boost training of SAFA Heads of Delegation –CAF Issues Rules were ambiguously written and published late Circular received prior to tournament confused matters Application of rule in this instance led to fundamentally unfair result

Change of Process –Allocation of responsibility for Rules to HOD: National teams. –Process of receiving, checking, work-shopping of Rules in place. Boost of Management capacity –Employment of Assistant Manager, Senior National Team to be fast-tracked. Training for Heads of Delegation. Have formally asked CAF to review and change the rule for the future
