Family Self-Sufficiency program Goals: economic self-sufficiency asset-building 73,000 FSS participants in 1,000+ programs Asset accumulation Median asset accumulation (grads):$3,351 No limitation on use of escrow Car ownership and repair one of the principal uses of escrows (especially interim withdrawals)
