Municipal Grant Program CDBG is funded by HUD Administered by the Department of Development Annual competitive funding cycle Historically fund 9 – 11 projects 2 funding levels

Municipal Grant Applications ALL Eligible projects must meet a HUD National Objective. Urban County communities may apply in either or both tiers. No more than 2 applications. Complete applications must be submitted by noon on Friday, November 6, 2009, 1 original bound copy and 1 unbound copy.

Categories for Benefit to Low & Moderate Income Persons Limited Clientele Projects that assist the elderly, handicapped or abused children Area Benefit 41% of residents must be LOW-MODERATE INCOME PERSONS Job Creation Projects in which job creation or retention is involved Housing Activities Projects that add or improve permanent, residential structures to be occupied by LMI households upon completion

Aid in the Prevention/Elimination of Slum & Blight Area Basis /ITA Project must be in the IMPROVEMENT TARGET AREA of the community as determined by the Department of Development

Tier 1 Maximum of $325,000 in CDBG funding Recipients are ineligible to apply for Tier 1 funding for 3 years (eligible in 2014) Applications scored on a 95 point scale Most competitive applications will be those that serve both a low to moderate income group AND address an issue of an improvement target area (ITA)

Tier 2 Maximum of $100,000 in CDBG funding Applications scored on an 85 point scale Eligible projects must meet ONE National Objective Applicant may choose either Low Moderate Income Benefit OR Improvement Target Area benefit RESIDENTIAL/HOUSING IMPROVEMENTS ARE INELIGIBLE PROGRAMMING IS INELIGIBLE

Planning Grants Up to $30,000 per community Application scored on a 55 point scale Eligible Planning Grants: Master Plan 5 Year Plan Zoning Code Redevelopment Feasibility Study

A community is eligible to receive how many grants during the annual funding round? Although a community can apply for 2 grants, no more than one will be award annually. How long is the contract time period? 18 months

How is LEVERAGE calculated? Total Project Cost = $500,000 CDBG Grant Request = $325,000 City/Other Funding = $175,000

Leverage of Funds Total Committed Funds (excluding Grant Request) Total Project Cost = Leverage % Example: 500,000 – 325,000 = 175, ,000 = 35% 500,000 Total Project Cost includes all committed funds and in-kind contribution

In these difficult economic times, the Cuyahoga County Department of Development is pleased to announce that leverage points will be eliminated for the 2010 grant award.

What is the time period between the DATE OF NEWSPAPER ADVERTISEMENT, PUBLIC HEARING and DATE OF RESOLUTION APPROVAL? Minimum 7 days between each requirement What must be submitted to meet the PUBLIC HEARING requirement? Copy of the newspaper ad Meeting attendance list Description of Citizen Participation efforts Resolution authorizing the grant application

Submitting a Competitive Application Plan Ahead –Schedule Citizen Participation –Get pre-approval for Affordable Housing points Follow Directions Pay attention to the details –Submit appropriate supporting documentation –Give a clear description of the project

Award Guidelines  Timeliness is important  Return signed contract A.S.A.P.  Meet bid date  Submit payrolls weekly or bi-weekly  Submit no more than TWO reimbursement requests  Submit amendment request before the end of the contract  Only ONE amendment will be allowed on Municipal Grant projects

CDBG-RECOVERY ACT CDBG-R funds are governed by the same regulations as the CDBG program. Project must meet a HUD national objective. Grants will follow a strict 18 month contract period. Preference will be given to “shovel ready” projects. NO CONTRACT AMENDMENTS WILL BE ALLOWED
