33 Recent Housing Resources Several federal government economic recovery programs centered on housing. Several initiatives – to stem foreclosures, protect tenants, aid homeowners, help the homeless. Several initiatives have now expired. Not all these federal programs directly benefited PLWHA.

13 Resource Identification Resource identification services are provided by the Coalition. Housing needs assessments have been completed in all 11 SW counties over a 10-year period. Coalition’s Housing Services Planning Committee has not decided on repeating these. Housing needs are often included in other consumer surveys. Data presented for resource identification activities on the following slides are from 4/1/2011 to 3/30/2012.

15 HUD Continuum of Care Housing Funds The Pittsburgh AIDS Task Force is granted funds from another HUD program by Allegheny County for transitional and permanent housing for Persons Living with HIV/AIDS. The 4 different programs and persons served are detailed on the next slide.

16 HUD Continuum of Care Housing Pathways (Transitional Housing) – 10 individuals Choice I (Permanent Housing) – 10 individuals and 5 families Choice II (Permanent Housing) – 15 units with 23 beds Choice III (Permanent Housing) – 7 individuals and 2 families

17 HUD Continuum of Care Housing Waiting List – About 50 clients. Waiting list is dynamic because there may be vacancies and no one available to fill them. Waiting list may result from not having a particular type of housing available, for example, family units. Waiting list may also result from client not being ready to be in permanent housing.

18 Summary From April 1, 2011 to March 31, 2012, SeniorCare Management Assistance Funds (SCMAF) provided Tenant-based Rental Assistance (TBRA) services to 68 households under the City of Pittsburgh HOPWA funds. Under the PA State HOPWA funds, 16 households received TBRA services. Of the 7 counties under the City of Pittsburgh HOPWA funds, the highest number of households served were in Allegheny County (81%) of total. Of the 4 counties under the PA State HOPWA funds, the highest number of households served were in Cambria County (81%).

19 Summary Continued There are 32 households on the waiting list for HOPWA TBRA services, the highest number of households are again in Allegheny County (18 out of 32). Of the State HOPWA counties, only Cambria County has 3 households on the TBRA waiting lists. Several clients are served under the transitional and permanent housing services with the Continuum of Care funds granted to PATF.

20 Summary Continued The Coalition continued to identify additional housing resources for Persons Living with HIV/AIDS in the region; 61 new housing services agencies were identified in the 2011/2012 program year in the City of Pittsburgh HOPWA Counties. 45 new agencies were identified in the PA State HOPWA counties.
