Austin/Travis County CoC PSH Bonus SEPTEMBER 22,2014

Background In 2014, HUD has $40 million available for new PSH Bonus Project Estimated amount available for Austin/Travis County CoC $837,348 CoC may only submit one project

Applicant Requirement Applicant must be in good standing with HUD - No open HUD findings - No history of slow expenditures

Project Requirements Exclusively serve the chronically homeless Use Housing First Prioritize those with the highest need Maximize the use of Mainstream Resources

Project Requirements, cont No more than 30% of budget can be for supportive services costs (limited) Must be participating in or agree to participate in CoC’s coordinated assessment Must continue to serve chronically homeless until none remain

Definition of Chronically Homeless Definition: chronically homeless includes individuals and families who have:  a qualifying disabling condition  who have been homeless and living in a place not meant for human habitation, emergency shelter, or safe haven for 1 year continuously or over a period of four occasions in the past 3 years.  Persons in transitional housing are not considered to be chronically homeless even if they met the criteria prior to entering the transitional housing program.

Prioritization  High utilization of crisis services  Significant health or behavioral health challenges  Long history of homelessness

Housing First  No preconditions, ie, sobriety, criminal history  Services offered, not required  Accept regardless of rental history  Rapid placement and stabilization in housing are primary goals

Rapid Implementation First Program recipients should be housed within six months of the award

Connection to Mainstream Services  Identify how leveraging mainstream resources  Identify how enrolling clients in Medicaid-eligible programs  Identify how project includes Medicaid – financed services such as case management, tenancy supports, behavioral health supports, or other services supporting housing stability  Services can be provided by recipient receipt of services or through Medicaid billing at an FQHC  Where barriers to including Medicaid-financed services - demonstrate project is leveraging non- Medicaid services such as mental health or substance abuse prevention block grants or state behavioral health system funding

Grant Terms  TBRA - May choose 1,2,3,4, or 5 years  Scattered site leasing – up to 3 years  Project based rental assistance or sponsor based rental assistance – up to 15 year grant term but only up to 5 years of funds

Project Budget Minimum of 70% for leasing, rental assistance, or operating costs  Scattered site leasing  Tenant-based rental assistance  Operating costs or site based rental assistance – must have site control, deed or long-term lease, and building ready to be occupied no later than 6 months after the award of funds

Eligible Services – maximum 30%  Moving costs  case management (24 CFR (e)(3)),  food (24 CFR 578(e)(7)),  housing/search and counseling services(24 CFR (e)(8)),  life skills (24 CFR (e)(10)),  outreach services (24 CFRR (e)(13)),  transportation (24 CFR (e)(15)), and  utility deposits (only if these are not included in rental/lease agreement)(24 CFR (e)(16)).

Match While not addressed, match should be 25% of all budget line items except leasing

Leverage 200% in leveraging expected Written commitments of cash or in-kind must be attached to esnaps and included in application

HUD Threshold – must receive 5 points  Type, scale, and location of housing fit needs of program participants  Type, scale, location of supportive services and mode of transportation fits program participants  Plan to assist with obtaining mainstream benefits  Assistance in obtaining and remaining in permanent housing  Assistance in increasing income  Amenities are accessible to the community

HUD Score Max 60 points Based on identified need and community response to chronic homelessness Austin/Travis County CoC – 60 points 40 points based on:  Prioritizing highest need (10 points)  Housing First (10 points)  Mainstream services (5 pts Medicaid enrollment) (5 pts includes Medicaid financed services)  Leveraging (5 pts) – expectation 200%  CoC FY 2013/2014 score (5 pts)
