NE Grand and NE Wasco St.: Mr. Otis crosses several lanes on NE Grand without signaling and makes a right onto Wasco. Officers use lights and siren. Mr. Otis continues driving and does not attempt to stop. Officers use lights, siren and airhorn. Time ~ Approx. 18:20:00 hrs. NE Wasco St. NE 6th Ave. Portland Police Bureau

NE Wasco St. and NE 6 th Ave.: Mr. Otis pulls over on NE 6 th just before NE Clackamas St. Time ~ 18:21:00 hrs. NE 6th Ave. NE Clackamas St. Portland Police Bureau
