The Metropolitan District Clean Water Project Update Connecticut Watershed Network Conference May 11, 2012

The Clean Water Project u In response to a DEP Consent Order & EPA Consent Decree u Multi-phase program that will take 15 years to complete ( ) u The project’s goals u Reduce the overflows of sewage u Reduce nitrogen levels discharged to the Connecticut River u Reduce health impacts from backups

The Clean Water Project u In 2006, voters in the 8 MDC member towns overwhelmingly approved $800 million for Phase I u It is the largest sewer infrastructure improvement in the District’s history (State of Ct also) u Phase I began in 2007 with construction continuing until the end of 2012 encumbering the first $800 Million

Impacts on the Hartford System from Member Towns u Bloomfield, West Hartford, Newington, portions of Windsor and portions of Wethersfield sewage flows thru Hartford u Member towns sewage system have excessive infiltration/inflow (I/I) u This I/I causes overflows u Adds to the combined sewer overflow volume and problems in Hartford

CSO Problem – Consent Order Based on model results, approximately: u 1 billion gallons of annual CSO u 38 CSO outfalls u 50 rainfall events per year result in CSOs u Bacteria levels > water quality standards miles downstream of CSOs u Target control level: u 1 overflow event per typical year u Elimination of overflows to Wethersfield Cove and the North Branch of Park River

SSO Problem – Consent Decree u 8 Structural SSOs in District u 5 tributary to Hartford combined sewer system u Solutions include combination of I/I reduction, relief sewers, storage & treatment at the HWPCF u 10 year schedule for Newington and West Hartford SSOs u 5 year schedule for Wethersfield, Rocky Hill and Windsor SSOs

Inflow and Infiltration u Home inspections / Smoke testing / Flow measurement u Rehabilitating sewers and manholes throughout member towns u Lining sewer pipes will help reduce localized surcharges

Interceptors u The construction of larger interceptor pipes to help convey sewage to the treatment plant u The largest project in Phase I was the installation of a mile- long, five-foot diameter interceptor pipe u Completed in 2011, it won the 2011 Public Works Project of the Year for use of curved micro-tunneling technology Homestead Ave Interceptor Project, Hartford

Tunnels & Conduits u South & North Tunnel u South Tunnel is under design u Construction will begin 2014 u Deep rock tunnel with 19 foot diameter and 2.5 miles long

Pollution Reduced in CT River u Nitrogen levels have been reduced u 2014 Limit = 2,377 lbs

CWP Funding u MDC has maximized grants and loans to fund the $800 million needed for Phase I Special Sewer Service Charge The Special Sewer Service Charge (SSSC), established by the District Board in 2007, is a dedicated fund created for the repayment of debt associated with the Clean Water Project. The SSSC is based on metered water consumption and is charged to District customers who have both water and sewer services.
