1. Overview of Regional Wastewater System 2. Overview of Project Facility Plan  Existing Facilities and Conditions  Alternatives  Recommendations and Schedule  Public Participation 3. Question & Answer/Open House

Definitions  Conveyance – Facilities used to move wastewater (includes pumps, pipes and sewers)  Force main – A pressure pipe in which wastewater is conveyed with the use of pumps (pump station)  Gravity sewer – A pipe that is constructed with a continuous drop in elevation to convey flow  Temporary conveyance – A temporary wastewater conveyance pipe typically run above ground and permits the existing pipe to be drained, cleaned, inspected, and repaired  Interceptor – A force main or gravity sewer that intercepts wastewater from multiple communities and conveys it to one of the regional wastewater treatment plants.

 Increase pumping station capacity to accommodate growth and improve efficiency  Correct known problems  Construct redundant facilities to allow condition assessment and repair

Existing System  MCES L27 Pump Station ◦ Constructed in 1971 ◦ Receives all wastewater generated in Hopkins  MCES 7026 Sanitary Force Main ◦ Five mile long force main between L27 and 27 th Street and Humboldt Avenue South in Minneapolis  City Pump Stations ◦ Three pump stations serving nearly 20% of St. Louis Park ◦ One pump station serving an area near Lake of the Isles in Minneapolis

 The L-27 lift station has reached its useful life expectancy and maintenance issues in conjunction with the need to increase its capacity warrant consideration of replacement.  Age, operating conditions, unknown pipe condition, and previous repairs warrant improvements to force main 7026.

 Recommend Interceptor Sewer Corridor  Identify Type of Interceptor Sewer Facilities (Pumping/Gravity)  Evaluate Alternative Sites for Pump Station Location  Develop a Plan for Interceptor Sewer Construction Facility Plan Goals

1-MN MN-344 To Blue Lake WWTP 1) To Blue Lake WWTP via Force Main  Second Highest Cost  Capacity Reserved for Existing Service Area 3) To 1-MN-341 via Force Main  Insufficient Capacity  Not Considered Further 2) To 1-MN-344 via Force Main  Third Highest Cost

Alternative Corridors 1-MN MN-344 To Blue Lake WWTP 4) To 1-MN-330 via Gravity  Highest Cost  Most Disruption  Most Difficult Construction  No Redirection of Local Connections 5) To 1-MN-330 via Force Main  Lowest Cost  Least Disruption  No Redirection of Local Connections

AlternativePhase 1Phase 2 1 Rehabilitate existing force main w/ temporary conveyance Construct parallel, redundant force main 2 Construct parallel, redundant force main w/ temporary conveyance Rehabilitate existing force main 3 Construct dual pipe force main w/ temporary conveyance Abandon existing force main

Phase I Install 2 New Force Mains Phase I Install New Force Main Phase II Line Portions of Existing Force Main

Phase I Construct New Force Main

Goals For Minneapolis Segment  Provide short term assurance that the interceptor system is providing reliable service  Replace previously repaired sections of force main  Relocate inaccessible force main  Reline remaining force main  Install a redundant force main

Summary of L27 Site Criteria  Cost Effective  Available Property  Site Compatibility ◦ Land Use ◦ Adjacent Land Use  Environmental Issues ◦ Flood Plain and Wetland Proximity ◦ Environmental Contamination  Recreational Impact  Transportation Disruption

L-27 Alternative Sites

 Lowest Cost for Full Replacement Options  Existing Infrastructure Conveys Hopkins Wastewater to this Location  MCES Currently Owns and Operates Existing Site as a Pump Station L-27 Recommendation: Reconstruct at Existing Location
