City of Los Angeles Venice Dual Force Main Project 4/13/2017 City of Los Angeles Department of Public Works Venice Dual Force Main Project Coastal Intercept Sewer February 19, 2015 Presentation to the Santa Monica Bay Restoration Commission

4 Wastewater Treatment Plants Collection System Covers 465 sq. mile service area 6,700 Miles of Sewers 4 Wastewater Treatment Plants Operates24/7 We pick up your trash every week. We treat your wastewater every day. We are the ones who come out to your meetings to tell you about our programs, and to listen to what you tell us. We can agree that, every day, 24/7, the quality of life, health, safety, and economic vitality of our communities depend upon having sewers and treatment plants that work

We convey and treat 350,000,000 gallons of wastewater every day. 4/13/2017 We convey and treat 350,000,000 gallons of wastewater every day.

We have people working every day of the year to take samples from treatment plants, the coastline, L.A.’s ponds and rivers. We run hundreds of thousands of lab tests each year to be sure the operation of our facilities is protecting the public’s health and the environment. We monitor 365 days a year for public and environmental health and run thousands of lab analyses every month. 4

Venice Pumping Plant and Force Main 4/13/2017 Venice Pumping Plant and Force Main City’s largest pumping plant Originally constructed in 1957 Five 14,000 gpm rated pumps Flow rates 24 mgd, typical dry-day flow Up to 87 mgd, wet-weather peak Existing Force Main 2-miles long 48-inch diameter Reinforced concrete pressure pipe Flows to the Coastal Interceptor Sewer (CIS) then on to the Hyperion Treatment Plant

Critical Issues and Drivers 4/13/2017 Critical Issues and Drivers Continuous operation for more than 50-years, never been out of service, drained or inspected No redundancy Only conveys approximately 60% of peak wet-weather flows No cost-effective means for planned repairs or in the event of an unanticipated failure No-Action is not an Option !

City’s Key Objectives Protect Health and Environment Create redundancy 4/13/2017 City’s Key Objectives Protect Health and Environment Create redundancy Ensure conveyance capacity Provide ability to perform inspection, maintenance or repairs

4/13/2017 Pressing Need The existing 48-inch diameter, force main has been in continued service for over 50 years. It can not handle peak wet weather sewage flow at the Venice Pump Station. It can not be shut down to assess its condition or to perform needed repairs. It is the only sewage conveyance option from Venice Pump Station to the existing junction structure under Vista Del Mar.

Solution Construct a new 54-inch diameter force main which: 4/13/2017 Solution Construct a new 54-inch diameter force main which: Connects to a common manifold at Venice Pump Station and discharge into the structure under Vista Del Mar, 2 mile away. Provides needed capacity and redundancy, eliminating the looming threat of a sewage spill. Provides for assessment and repairs of the existing force main.

EIR Studied Alignments The project alignment is approximately two miles long. The alignment starts at the Venice Pump Plant located on Hurricane Street. It will cross Grand Canal, travel east to Marquesas Way, then south along Via Marina crossing the Marina del Rey and Ballona Creek Channels to meet an existing Coastal Interceptor Sewer junction structure on Vista del Mar near Waterview Street. During construction of this sewer force main, a micro-tunneling technique will be used for most of the alignment. (explain method briefly) The micro-tunneling technique will be used because it has less impacts on the public, particularly under the channels. The last 1000 feet in Playa del Rey along Vista del Mar, however, will be open trenching. (briefly explain why open trenching is necessary) We know there will be impacts related to this construction but along the streets, we will always have one lane of through-traffic open.

Evaluated Alignments in Certified EIR 4/13/2017 Evaluated Alignments in Certified EIR Three alignment alternates: Pacific Alignment Dockweiler Beach Alignment Via Marina/Pacific Alignment

Selected Alignment Via Marina / Pacific Alignment. 4/13/2017 Selected Alignment Via Marina / Pacific Alignment. Construction of 10,400 feet long new 54-inch diameter force main using microtunneling (approx . 9,500’) construction method and open trench (approx. 900’) method. 4,100 feet of sewer alignment is under Via Marina. 1,800 feet of sewer alignment is under the channels. 4,300 feet of sewer alignment is south of the channels.

VDFM Alignment The project alignment is approximately two miles long.
