Vocational Education and Training in the Eco-management Field IPPC applies an integrated environmental approach to the regulation of certain industrial activities. This means that emission to air, water (including discharges to sewer) or land, plus a range of other environmental effects, must be considered together. Organizational manner - Rigid organizational model established at the national level and imposed in all regions and counties. - There is contradictions between the central management and insufficient flexibility of the operative structures that are totally subordinated to NEPA, regarding budget, procedures, personnel and so on. - The organizations seems to be incomplete and unable to “attract” and to keep the professional resources. - Unclear and unstable legislation May 2006

Technical implementation - Problems in interpretation and understanding of BAT/BREF recommendations from the people that work in permitting process - Problems in setting the Emission Limit Values (ELVs) when the permit is made - The legislation for compliance checking and revision or revoking the permit is still unclear - Undeveloped monitoring systems (insufficient technical equipment and no sufficient experience in interpreting data) May 2006
