›Facilities Information Management System (FIMS) - collects data on real property attributes and use ›Energy Management System version 4 (EMS-4) - collects site energy and water consumption and costs ›Consolidated Energy Data Report (CEDR) – collects data on metering requirements, renewable energy generation and purchases, sustainable buildings, training, new building construction and major renovations, and potential conservation and renewable energy measures ›Site Sustainability Plan - narrative discussing future plans, expected performance, and funding for all sustainability requirements ›Pollution Prevention Tracking and Reporting System (PPTRS) - collects environmental, purchasing, and best practices data ›Federal Automotive Statistical Tool (FAST) - collects fleet inventory and fuel use ›Federal Aviation Interactive Reporting System (FAIRS) - collects Federal aircraft operations and cost data ›Computerized Accident, Incident Reporting System (CAIRS) - collects site- specific staff work hours (i.e., headcount) Existing Sources 4

Three main FIMS reports and several data points are used for DOE sustainability reporting and projections: ›FIMS 008: Captures information on energy consuming goal subject buildings and trailers ›FIMS 047: Captures information on energy consuming other structures and facilities (OSF) ›FIMS 063: Captures information on energy consuming goal excluded buildings and trailers ›AdHoc data points: Cool roofs, deferred maintenance, estimated disposition year, usage code, sustainable buildings, status, status date Facility Information Management System (FIMS) 5

FIMS report 063, is an important report that identifies DOE’s energy intensity goal exclusions: a.Any Site seeking to exclude buildings, must submit an annual Exclusion Self-Certification to SPO by Dec 30 th along with final SSPs, for which this report serves as the list of excluded buildings b.An Excluded Building should be separately metered c.Site should provide third party verification to SPO that each Excluded Building has undergone a comprehensive energy audit and implemented all practicable, life-cycle cost-effective energy conservation measures within the past four years d.An exclusion applies to a single building or area and not the entire facility in which the building is located Facility Information Management System (FIMS) 6

Recommended data quality checks prior to FIMS snapshot in mid- November for energy consuming assets: ›Ensure the square footage for goal and excluded added to the gross square footage of the asset. ›Review justifications for exclusions and ensure that each is still valid and applicable. If you have questions in regards to the justification for an exclusion, contact your Program Office and SPO for clarification. ›If possible do not add or remove assets for FY 2012 until after the snapshot on November 14. EMS-4 is DOE’s corporate database for energy and water consumption. The system has four main categories: ›Buildings -- Energy consumption and cost for goal subject assets ›Excluded -- Energy consumption and cost for goal excluded assets ›Vehicles and Equipment -- Non-fleet fuel consumption and cost ›Water -- Water consumption and cost for all assets Information is entered on a quarterly basis and by the type of fuel consumed (e.g. electricity, natural gas, steam). Consumption and cost information are based on utility bills and meter readings, while square footage is based on FIMS reports 008, 047, and 063. Energy Management System version 4 (EMS-4) 8

The CEDR is an Excel workbook that captures current fiscal year and planned data. The major elements of the CEDR not captured in another database are: ›On-site renewable energy generation ›Direct and financed investments in energy efficiency ›Advanced and standard metering ›Training ›New building construction and major renovations ›High Performance Sustainable Buildings status and planned compliance ›Potential conservation and renewable energy measures ›Data centers ›Funding (direct, ESPC, UESC) 9 Consolidated Energy Data Report

Site narratives complement the data by providing: ›Descriptions of major initiatives or changes to missions or facilities that have contributed in significant ways to goal performance (positively or adversely) ›Communicating expectations of future performance (major initiatives or obstacles) ›Sharing best practices, lessons learned, and success stories ›Descriptions of major renewable energy systems and/or efficiency measures implemented ›Local and regional planning ›Policies to reduce waste and pollution ›Site innovations being deployed to support sustainability goals 10 Site Sustainability Plan
