Outcome of Duty System Review Increase the number of productive hours available Increase time available for training Seek to achieve ‘Standard Crewing’ on 100% of occasions Consider reduced crewing during night duty to standard crewing Re-deploy resources to day shifts for prevention and protection activity What do we propose to do? Introduce a revised duty system on continuously crewed stations

Outcome of Duty System Review Maximise available hours to improve productivity – currently 35 out of the 42 hours are positive hours Increase time available for training Increase availability for prevention and protection activity What do we propose to do? Introduce a revised duty system on day-crewed stations

Current day-crewing arrangements only provide immediate response for 45 hours out of a possible 168 per week (27%) Over 60% of all calls happen outside of positive hours on the day-crewed stations Poor performance against our 8/80 indicator Less time available for training Less time available for prevention and protection activity What do we propose to do? Change of day-crewed stations to continuously crewed status

Commence with change of Andover to continuously crewed status 2 nd and 3 rd Eastleigh WrT to retained status One WrT relocated to HQ site Monday to Friday Additional staff from Eastleigh release capacity to provide crew at Andover No additional staff costs

Trial a ‘First Response’ vehicle in Southampton

Locate ‘First Response’ vehicle at Redbridge Hill Primary use is for secondary fires, car fires etc. 2 person crew Mobilise to all fires to trial equipment Mobilise as additional appliance to normal attendance Secondary crew the ALP to provide crewing if necessary

Initial findings of the 2005 Emergency Cover Review and the outcome of the 2002 Fire Cover Review of Portsmouth Improve the location of Special Equipment Unit to respond to road traffic collisions What do we propose to do? Maintain current number of frontline firefighting appliances on Portsea Island Trial relocation of operational resources from Copnor

Move Copnor WrL to Southsea Move Copnor SEU to Cosham Operate between 1000 – 2300 every day Provide a 4 person crew on the Special Equipment Unit, whilst relocated Secondary crew the TL to provide crewing if necessary Return to Copnor from 2300 to 1000 due to lack of sleeping accommodation at Southsea and Cosham

Trial alternative responses to unwanted fire signals from automatic detection equipment Why? 25% of all calls received are unwanted fire signals from automatic detection equipment (6,000 pa) 97% of these calls require no intervention by the fire service Removes life saving appliances and staff from being available for real emergencies. Interrupts training activity Interrupts prevention and protection activity
