Testbeds and Innovation Testbeds share costs over many projects: –Facility costs –Consenting costs Investment increases rapidly at higher TRL –Need a full range of facilities to justify investment at pre- commercial scales Proof of Concept Laboratory testing

Need Full Range of Testbeds Full-scale commercial demonstration testbeds –Eg EMEC Proof of concept laboratory testbeds –Eg QinetiQ Ocean Basin Lack of testbeds for pre- commercial trials: Easily accessible Modest deployment costs

Value of Testbeds and their International Use Technical risk reduction –Increases confidence in performance to attract international investor interest –Testbed use also brings access to new technical skills –Addresses pre-commercial risk at costs consistent with pre-commercial funding levels Market risk reduction –Testbed specifications typically reflect regional deployment requirements –Testbed use secures interest of customers who recognise particular testbed quality –Testbed use supports membership of regional clusters, and access to potential partners/joint venturers

Conclusions A wide range of testbeds is needed to increase investor confidence in blue-tech developments: –Research testbeds are generally available in many locations –Commercial-scale testbeds are becoming available at specialist locations –Lack of capability in pre-commercial open water testbeds International use and sharing of testbeds can accelerate blue-tech developments: –Access to testbed technical expertise as well as the facility –Consistent methodology raises integrity of results –Test conditions compatible with the deployment sites & infrastructure Major testbed investment ongoing in the UK –Easier access to growing UK offshore and marine energy market –Gateway to European projects and facilities –Looking for strategic trans-Atlantic partnerships
