Key elements of a Western Registry (1) 1. GHG reporting and database collection site with common accounting 2. State reporting requirements do not have to be identical – but what they do require will be consistent 3. Supports variety of programs and policies – not a policy itself 4. State determines if reporting is voluntary, mandatory or a combination

Key elements of a Western Registry (2) 5. Not all states will participate. Some will be observers and may join later 6. A governing board will represent all participating states 7. The registry will participate in the Registry Alliance

Costs Existing California infrastructure available at no cost. Private foundations have expressed willingness to cover start-up expenses. Fees charged to reporting companies for on- going costs. No additional financial resources needed from states. Unless they have specific requirements for software or protocol modifications

Possible Next Steps Develop an MOU to create a Western States Registry. Technical committee can begin to define the structure. Use California Registry as starting place; see what makes sense for Western Registry. Building on existing elements will speed start- up and minimize costs.
