Safety benchmarking for the towage industry remains a difficult task to ensure we provide meaningful analysis Total Exposure Hours submitted by BTA members = 2,502,614 hours, down by 334,061 from 2012 figures, showing a downward trend the 2012 figures showed a fall by 170,000 hrs, so naturally less exposure should lead to less incidents. This represents approx 90% of the market Safety Mile Stones; Reportable cases to MAIB Number of cases in 2013 = 5 Thankfully all of which were non serious injuries In 2012 we saw 14 & 2011 = 10 this figure has reduced considerably over the last decade most of which were in the main fairly minor LTI injuries, this indicates a strong trend to reduce injuries in our industry, but some of which can be attributed to the reduction in exposure. Data supplied was against operating 106 vessels in UK ports Although useful we should not place too much focus on lagging indicators, the real focus should be on leading indicators. Prevention being far better than cure! ASD = 55 down 14 Voith = 30 down 6 Other = 26 up 12 on previous year showing a trend towards ATT The following information represents 2013 safety performance as an industry by BTA members

Industry Safety Performance (BTA only) Representative Industry Bench Mark LTIFR (Lost Time Injury Frequency Rate) = 1.9 previously 2.21 Calculations made using the normal 1 million exp hrs IMCA & OCIMF Benchmark target for 2013 = 0.35 LTIFR so we still have plenty of scope for improvement as an industry TRCF (Total Recordable Case Frequency) = 5.9 a big improvement on 2012, previously 10.7 OGP/Oil Companies International Marine Forum (OCIMF) & IMCA Benchmark = 1.76 TRCF

What analysis can we make from data provided? Slips Trips and falls Still continues to be our number one cause of LTI/TRC injuries, although we have made a significant improvement in recent years they still account for around a third As with previous years, lagging indicators (Incidents) show that we are still loosing focus during non routine towage operations, 85% of incidents where whilst the tug was berthing/sailing from its designated berth or during periods of maintenance whilst alongside. There are two main trends from recent years at opposing ends of the scale, complacency (over reliant on experience) is at the root cause of many of the significant incidents, the second root cause is lack of thorough or improper familiarisation, this conclusion can be drawn from studying findings at global as well as UK level investigations.

What can we do to further improve? Adopt Best Practice? What is Best Practice? Dealing with complacency? How best to stop over reliance on experience? Would you be interested to know that statistics show you are more likely to have a serious incident after 15 years experience! Dealing with Familiarisation? How can we improve familiarisation?

Looking Forward not Back! Proactive reporting is vital tool to help us improve safety performance (A Key Leading Indicator) What is the safety culture in your port/company/vessel? It doesn’t matter how good we think we are! We can always find ways of improving! Challenge all poor safety attitudes and behaviours, and don’t turn a blind eye Challenge your colleagues to raise the bar on safety, ask yourself what can I/we do?

Discussion Topic Incident trend There has been an increasing number of significant incidents globally where the use of the auto pilot was attributed as the direct cause of the incident! Is there a overreliance on the use of auto pilots in harbour situations? EG. Auto pilot being used regularly as the helmsman for short routine passages around the harbour/river?

Leading Benchmarks that we all can adopt to help us raise the bar on safety! Continuous Improvement is the norm Have the right Attitude & Behaviour Keep focused on the main causes of injuries. Promote proactive reporting and foster just cultures Adopt Best Practice wherever possible Challenge Poor Behaviours, Use Stop Authority Share Success Stories/Information Challenge poor safety culture Fully Root Cause Investigations and find the real root causes not just the underlying causes
