Venezuelan Unions

Overall Situation Generally speaking Unions in Venezuela do not have an easy time. Working conditions are very poor, with lots of safety issues Wages are low and due to rising inflation, purchasing power is becoming lower

Unions CTV (Confederación de Trabajadores de Venezuela) UNT (Union Nacional de Trabajadores de Venezuela)

CTV (Confederación de Trabajadores de Venezuela) Founded in 1936 with the support of the Partido Acción Democrática (AD) Was also helped and funded by the United States' National Endowment for Democracy via the American Center for International Labor Solidarity. Essentially it is an Anti-Chavista Union 2001 elections Chavez interference Carlos Ortega still leader but persecuted

UNT (Union Nacional de Trabajadores de Venezuela) Founded in 2003, to challenge the CTV, and is essentially formed by Chavistas Many individuals have disaffiliated from the CTV and joined with the UNT Now the UNT is the biggest union in the country.

Oil Unions The most important Unions in Venezuela are the ones related to the oil Industry, on which Venezuela is highly reliant. FUTPV C-CURA SINTRAMENPET

FUTPV ( Federación Única de Trabajadores Petroleros de Venezuela ) Fedepetrol, Sinutrapetrol and Fetrahidrocaburos merged into 1 entity. Is in charge for all the workers of the PDVSA group The union is heard, however is highly manipulated by Rafael Ramirez In essence it supports Chavez

C-Cura (Corriente Clasista, Unitaria, Revolucionaria y Autonoma) Has as an objective to unify with the whole oil movement Allied with Movimiento Sindical Laboral and is also part of FADESS (Frente Autónomo en Defensa del Empleo, el Salario, los Sindicatos y la Seguridad Social) Lead by Orlando Chirinos and anti-Chavez

SINTRAMENPET In essence protects the workers that are in Energy and Oil sector. Chavista Lead by Tony Leoni - SINTRATONY (Sindicato de Trabajadores de Tony)

Critiques Internally both FUTPV and SINTRAMENPET are heavily criticized because the workers requests aren’t addressed and there is government influence Workers are also forced to join these unions being threatened to lose their job Workers have the right to form and join trade unions, however the law requires that the union submit full information regarding its members’ identity, place of residence together with their signature.

Inside the Unions Some people within the unions are not Chavistas, but pretend to be, as they fear potential government repercussions. There are various cases in which people have been killed or abused Workers want the collective agreement to be signed and they receive support from the FADESS (Frente Autónomo en Defensa del Empleo, el Salario, los Sindicatos y la Seguridad Social)

Collective Agreement The project for the collective agreement, “Convención Colectiva de Petróleo y Gas ” protects all workers of PDVSA and all related contractors who live in Venezuela

The proposal 45 days of paid vacations, and a special contribution for vacations of 65 days. Augmentation of retribution for extra hours. Premium for substitution, diving, heights and mixture of chemical products System Premium 5x2 (240 Bs/month) Premium for oil transportation (depending on routes) Premium for maintenance Premium for extended work days

The proposal Pension equal to 3 national basic salaries Clausola de Jubilados: TEA from 6000 to Special Bonus at end of the year equal to 3 months of pension. Payments in case of deaths, with medical services and education For those who worked more than 15 years and have kids with disabilities or close relatives, they will keep benefits for life.

Violence Protests are frequently repressed An important point that has to be raised is that recent events have shown that people are blaming President Chavez more and more, which wasn’t the case long ago In 2009, 88 workers were victims of violation of their rights. Among these 46 homicides took place. 58,6% increase with respect to Additionally 16 trade unionists were bullied and 8 of these were threatened, 5 of these of death, and in 3 of these cases they were actually killed.

Violence In 2009, 473 were fired because of being involved with union movements, both in the public and private sector. Overall, in 2009 there were 983 protests and 1 every 22 were repressed. This shows that there is an increase in government repression since back in 2006, 1 every 36 protests were repressed.

Safety According to statics provided by Gente del Petroleo, since 2003 until March 2011, 261 accidents on the job were reported among the different oil fields, with 66 deaths and 261 injured.
