Cluster 20 Funding Model Year FundingLearning Support Funding Administration/PDTravel Funding for schools, teachers, teacher aides and Year students attending Cluster 20 schools. Funding for schools, teachers, teacher aides and Year 1-10 students attending Cluster 20 schools. Funding for RTLB working within Cluster 20 schools. Funding for RTLB travel. Purpose: Develop capacity of school personnel/support student achievement Purpose: Fund administrative costs of RTLB working in cluster schools. Purpose: Fund RTLB travel. Learning and Support Fund Professional Practice: Y 0-10 (MOE) RTLB will: Share innovative ways of using the LSF within and across clusters Choose interventions that up-skill teachers and that minimise reliance on Teacher Aides Collaboratively set clear goals Collect pre and post measures that demonstrate the effectiveness of the intervention Monitor the use of Learning Support Funding Te Hā o Te Manawa (Cluster 20) RTLB Rotorua Lakes High School

Learning Support Funding Cluster 20 Collaboration with RTLB is essential at all stages, especially compiling need, gathering and analysing data, goal setting, intervention/s and reporting back on outcomes. Choose interventions that are less reliant on teacher aide, are needs and evidence based and encourage innovation. Applications will be submitted by RTLB to Practice Leaders at regular Intake Meetings and processed by the Application Panel. Urgent LSF applications to Cluster Practice Leader. Year Funding A conversation with RTLB is required identifying need. Choose interventions that are less reliant on teacher aide implementation, are needs and evidence based and encourage innovation (MOE). RTLB to submit Year funding applications to Cluster Manager termly in Week 2. The application panel will meet after the due dates of each term to discuss and process applications. Year Funding Guidelines for Allocation and Use Transition from pro-rata to needs-based allocation(equitably), to begin Term and continue thereafter. RTLB Toolkit (p 26). Year funding provides an opportunity to raise student achievement and to meet the local and national education priorities. Ministry requirements: Funding decisions should be made term by term, for periods of no more than a term. The funding is for planned interventions that support students with learning and/or behavioural needs. Intervention outcomes need to be measurable and reportable. Professional Practice using Learning Support Funding RTLB will Choose interventions that up-skill teachers and that minimise reliance on Teacher Aides. Collect pre and post measures that demonstrate the effectiveness of the funding. Monitor the use of the Learning Support Funding. Submit an outcomes report. Learning Support Funding for Teacher Aide Hours Teacher aide hours may be applied for individual/and or groups of students with behaviour and/or learning needs on RTLB roll. RTLB may apply for teacher aide support for teachers/schools when linked to need identified by the RTLB data gathering process, collaborative goals have been set and planned interventions designed to build teacher capacity have been implemented. Teacher aide support may then be approved for a 5 week period. A further 5 weeks may be approved if data indicates there is some movement towards goal achievement.
