Rhodes University - Department of Computer Science 2 Background In 2004 a VoIP link was established between Rhodes University and the University of Namibia The link had a high packet drop rate due to an inconsistent internet line Low or no internet bandwidth at the University of Namibia When a link was established it had a poor voice transmission
