Allocations are negotiated during the Session.  When spring allocations are announced for fall 2013, they will be ESTIMATES.  Packaging based on those estimates will be done at the school’s risk.  Meet basic requirements for First Award  In first year in program, meet the SAP requirements of the institutions*  In second or later year in program, meet program requirements* ◦ 75% completion rate ◦ Minimum overall GPA of 2.5 on a 4.0 scale ◦ Complete a minimum of 24 hours (undergraduates) or 18 hours (graduate student *PJ can be basis for allowing award to person who fails to meet these requirements due to hardship or other good cause THECB 10/20125

 Each school must adopt a hardship policy, available for student view upon request Hardship conditions include, but are not limited to:  Severe illness or debilitating condition  Responsibility for caring for a sick, injured or needy person;  Less than ¾-time enrollment required to complete the degree THECB 10/20126

 An undergraduate’s eligibility for TEG ends as of the 5 th anniversary of the start of the term in in which the student received his/her first TEG if the student is enrolled in a 4-year degree plan; on the 6 th anniversary if the student is enrolled in a degree plan of more than 4 years.*  A graduate may continue to receive TEG as long as he/she is meeting program requirements. *Hardship can be the basis of an extension.  Maximum award is the least of the following: ◦ Student’s need ◦ Tuition differential ◦ Program maximum announced by CB ($3,518 in FY13), unless student has exceptional need (EFC <=$1,000), in which case maximum is $5,277.  Tuition differential = your tuition less the tuition of a comparable public institution. (CB provides calculations for comparable schools.) THECB 10/20128

 Awards must be reduced if the student is taking less than a ¾ load due to hardship.  If enrolled ½-time: max = 50% max award for semester*  If enrolled less than ½-time; max = 25% of max award for the semester* *Prorated award cannot exceed the student’s need or tuition differential for the hours taken.  Fall of each term: TEG Need Survey, used to estimate the amount of TEG the institution could award if the program were fully funded.  Fall 12 survey/instructions sent out September 24.  Results due to the CB by November 7.  New, this year! Spreadsheet used to submit student data is pre-formatted to run edits and identify errors so you can correct them before submitting your report! THECB 10/201210

 Each spring: TEG End-of-Year Report, used to confirm that each student receiving an award met program eligibility requirements; that aggregate amounts issued are reconciled between CB and institution.  Instructions sent April 20.  Reports due, certified, by June 15.  List of SSNs that do not match CBM001 reports is provided as ‘warnings.’ Must be explained in the fall when the FADS report is submitted.  Following fall: Financial Aid Database Report, used to report all students receiving or applying for aid during the previous year.  Net amounts issued are again reconciled between CB and institution.  SSNs that do not match CBM001 records must be explained.  FY12 reports are being accepted now.  Data must be certified by December 3.  Eligibility requirements: ◦ Be classified as a Texas resident ◦ Be enrolled at least half-time ◦ Register for Selective Service or be exempt ◦ Show financial need ◦ Be lawfully eligible to work in the United States ◦ Not be receiving an athletic scholarship ◦ Not be enrolled in a seminary or other programs leading to a license to preach for a religious sect; THECB 10/201214

 Matching requirements: ◦ Non-profit employer must provide 25% of the student’s earnings plus other employment benefits* ◦ For-profit employer must provide 50% of the student’s earnings plus other employment benefits *If the institution is the employer and has a federal Title III or Title V waiver from the matching requirement, the school is exempt from the matching requirement for state work-study if it provides the CB a copy of the federal waiver.  To request TEG funds, complete the Funds Request Form and submit it to the Grants/Special Programs Office at the CB.  The CB then submits a voucher to the State Comptroller’s Office, asking for funds to be transferred to the school via EFT, and sends institution of date/amount of EFT deposit.  Funds received by the school are disbursed to the student or applied to the student’s account within 5 working days.  Institutions are issued their annual allocation of WS funds at the beginning of the state fiscal year.  The goal is to have the funds available at your campus for paying student salaries as they are earned. THECB 10/201218

 If you end up unable to use all your TEG or TCWS funds, you may contact our office and arrange to transfer 10% of your funds (not to exceed $10,000) to the other program.  Example: ABC university needs more work-study funds. It was allocated $1,000,000 in TEG. Since 10% of $1,000,000 is $100,000, the school can release up to $10,000 in TEG and receive that same amount in additional TCWS. THECB 10/201219
