National Preparedness Goal  “A secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk.” Where Innovation Is Tradition

What is CISR?  Critical Infrastructure-“systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters.” (PATRIOT Act)  Security-“reducing the risk to critical infrastructure by physical means or defensive cyber measures to intrusions, attacks, or the effects of natural or manmade disasters.” (PPD-21)  Resilience-“The ability to prepare for and adapt to changing conditions and withstand and recover rapidly from disruptions...[it] includes the ability to withstand and recover from deliberate attacks, accidents, or naturally occurring threats or incidents.” (PPD-21) Where Innovation Is Tradition

What is EM?  “Emergency management is the scientific study of how humans and their institutions interact and cope with hazards and vulnerabilities, and resulting events and consequences.” - Report of the 2013 Disciplinary Purview Focus Group, p. 2 Where Innovation Is Tradition

EM Principles 1.Comprehensive – emergency managers consider and take into account all hazards, all phases, all stakeholders and all impacts relevant to disasters. 2.Progressive – emergency managers anticipate future disasters and take preventive and prepara­tory measures to build disaster-resistant and disaster-resilient communities. 3.Risk-driven – emergency managers use sound risk management principles (hazard identifica­tion, risk analysis, and impact analysis) in assigning priorities and resources. 4.Integrated – emergency managers ensure unity of effort among all levels of government and all elements of a community. 5.Collaborative – emergency managers create and sustain broad and sincere relationships among individuals and organizations to encourage trust, advocate a team atmosphere, build consensus, and facilitate communication. 6.Coordinated – emergency managers synchronize the activities of all relevant stakeholders to achieve a common purpose. 7.Flexible – emergency managers use creative and innovative approaches in solving disaster challenges. 8.Professional – emergency managers value a science and knowledge-based approach based on education, training, experience, ethical practice, public stewardship and continuous improve­ment. CI HEI Assessment  Searched a total of 785 U.S. institutions for existing courses, concentrations/minors, degree programs, and training programs focused on critical infrastructure.  Results: 69 courses offered within 52 institutions 2 degree programs (same university) 1 training program 1 concentration Where Innovation is Tradition

CI HEI Description  Develop critical infrastructure educational materials, including syllabi, case studies, and reading resources, and make them publicly available to multiple degree programs at colleges and universities across the Nation.
