Development: current political issues  Setting the direction of ICT development is a political task of the highest priority that should be worked out on international, national and local levels.  ICT development has the greatest importance for social and economic reforms.  The obligatory prerequisite of ICT development is to work out programs on transition to an informational society

E-commerce in Russia

Current problems:  Russia does not yet possess the degree of telecommunication network cover that allows broader e- commerce usage.  Low volumes of home computers usage and low Internet penetration level (17%).

E-money: the essence of e-commerce  Russians have not yet recovered trust in banks. It is impossible to conduct mass electronic payments without public confidence in banking system. This is the main reason for low number of electronic payment users (credit cards, smart cards etc.)

Legal issues Russia should integrate into the global informational and economy system  Russian legal system needs special laws that regulate various Internet operations issues, first of all laws on e-commerce standardization and unification  The legal barrier that hinders adoption of several laws aimed to ease usage of electronic signature in commerce is not yet overcome. Electronic signature mechanisms are used in operations of 2,4% of large Russian corporations.

The key measures ought to be taken  Development of the legal environment in copyright protection, e-commerce and information protection.  Increase of ICT effectiveness in business and stimulation of the demand on ICT.  Support of ICT-sector growth by means of fair competition protection and export-oriented segment development.  E-commerce growth stimulation
