SPOB - TSO for USER buildings 5 TSO ‘USER’ buildings: Recommendations Recommendations:  Wherever possible the TSO of a PH building and his/her deputy should be MPE and not MPA.  For the ‘ LARGE experimental areas’ the CERN rules accommodate MPA’s (although MPE’s are always preferred, BUT there should be agreement from the Home Institution (Angela can provide the template for this).  For certain high risk buildings it is recommended that the TSO should have his office in the building concerned.
