Huntsville Property Owner Survey Weber State University Department of Geography: Land Use Planning May

Methodology Administered during the first week of April at the Weber County library in Huntsville then taken door to door to Huntsville residents Resident Status was verified prior to taking survey Responses were kept confidential Approximately 270 surveys were completed – which is a representative sample of 90 percent

PART I Growth and Future Huntsville Town Development

Question 1: Huntsville Town should retain the three- quarter acre minimum requirement for the size of a residential lot.

Question 2: Huntsville Town should retain the requirement for a minimum 30-foot building setback from the front of the property boundary for any building

Question 3: Huntsville Town should encourage the preservation and restoration of historic residences

Question 4: Huntsville Town should modify the current residential zoning ordinance to limit the maximum size of new homes in an attempt to maintain the small town feel

Question 5: Huntsville Town should install gutters and sidewalks

Results: Questions 1 – 5

Question 6a: How do you feel about allowing the following activities to be held in the Huntsville Town Park: Family reunions, group picnics

Question 7: Huntsville Town should reinstitute the ringing of chimes from a central point in Huntsville Town, like the tower in the Town Hall

Results: Questions 6 – 7

Results Small local businesses wanted such as grocery, restaurants, auto repair and wash, medical facilities, and entertainment. Keep the rural town feeling. The LDS church chimes are going to be or need to be fixed.

Recommendations Huntsville Town should keep the rural feeling of the town by using ordinances and a historic preservation committee. The town park should be used for local activities and some small non-town events. The town should reinstitute the ringing of chimes. If Town want small local businesses, commercial properties needs to be made available through rezoning or annexation Annexation of neighboring land should be used to maintain rural feeling of town.

Question 8: Huntsville Town should rezone property within current Huntsville Town boundaries from residential to commercial, allowing for additional commercial development

Question 9: Huntsville Town should expand our town Boundaries by annexation

Question 10: If Huntsville Town did annex additional property, it should preserve open space by allowing grouping of small residential lots

Results: Questions 8 – 10

Results Small local businesses wanted such as grocery, restaurants, auto repair and wash, medical facilities, and entertainment. Residents want to keep the rural town feeling. Reinstitution of the LDS church chimes would be appreciated.

Recommendations Huntsville Town should promote the rural feeling of the town via ordinances and a historic preservation committee. The town park should be used for local activities and some small non-town events. The town should reinstitute the ringing of chimes. If Town wants small local businesses, commercial properties need to be made available through rezoning or annexation Annexation of neighboring land should be used to maintain rural feeling of town.

PART II Use of Huntsville Town Property

Question 11: Huntsville Town should require removal of everything from the verge but require homeowners to maintain it

Question 12: Huntsville Town should allow only low lying landscaping

Question 13: Huntsville Town should allow structures, berms, large rocks, lighted/unlighted pillars, etc. in the verge aside from allowing no vehicular obstacles in the State recommended 10 foot safety zone

Question 14: Huntsville Town should have no restrictions on uses of the verge aside from allowing no vehicular obstacles in the State recommended 10 foot safety zone

Question 15: Huntsville Town should allow walking/bicycle/horse riding pathways through the Town using the verge property

Question 16: Huntsville Town should allow walking/bicycle/horse riding pathways around and through the Town but not using the verge

Question 17: Huntsville Town should require the clearing of alleyways

Question 18: Huntsville Town should “grandfather” the existing encroachments onto Town property by allowing everything installed as of a set date that doesn’t block passage

Conclusions and Recommendations Alleyways should be cleared for public use Low lying objects such as: flowers, shrubs, approved trees, brick/stone mailboxes, and rocks no larger than a man can lift should be allowed Man made objects, or other items such as: berms, pillars, large rocks, etc should be cleared

PART III Water and Sewage Issues

Huntsville Town Survey Results 68% of respondents agreed that if analyses showed a continuing surplus of water that outside of town hookups should be allowed. 32% of respondents disagreed.

Huntsville Town Survey Results 86% of respondents agree that decisions regarding future growth should avoid needing a Town sewage treatment plant. 7% strongly disagree with avoiding planning for a sewage treatment plant.

Huntsville Town Survey Results Of 68% respondents who disagree with investigating the possibility of hooking up to a planned sewage treatment facility, 87% of those strongly oppose the proposition.

Results: Questions 19-21

Conclusion Ensure that analyses of water surplus is validated by more than one credible source. Continue to use septic sewage systems and avoid plans to hook up to planned sewage treatment facility. Consider long-term Town goals and plans in regards to impacts on water usage and sewage treatment.

Part IV Animal and Nuisance Control

Question 22: Huntsville Town should establish a limit on the number of horses allowed on a residential lot

Question 23: Huntsville Town should establish ordinance guidelines for the care of large animals on residential lots

Question 24: Huntsville town should increase its efforts towards enforcing the dog leashing ordinance

Question 25: Huntsville Town should enact a nuisance ordinance that requires minimum maintenance standards for all lots and Town property

Question 26: Huntsville Town should establish an Ordinance Control official position to help residents understand and when necessary to enforce our ordinances

Results: Questions

Conclusions Limit the number of horses on residential properties Establish ordinance guidelines requiring minimum maintenance standards for animal and yard care to minimize excess dust, odor, noise, and other nuisances in neighborhood.

Recommendations New ordinances should be designed to prevent extremes rather then change current way of life. Remember to accentuate Huntsville's historic rural feel when creating new animal and nuisance ordinances Be financially conscious when it comes to developing ways to enforce new and existing ordinances.
