Joint Ordnance Commanders Group Mark Haring is the Chief of the Joint Munitions Command Joint Services / Joint Ordnance Commanders Group Integration Office, and also serves as the Joint Ordnance Commanders Group (JOCG) Executive Secretariat. The goal of this briefing is to give you an overview of the Joint Ordnance Commanders Group. To do that we need to talk about the Single Manager for Conventional Ammunition (SMCA), JM&L LCMC and the Executive Director for Conventional Ammunition (EDCA). This briefing is unclassified. Joint Ordnance Commanders Group (JOCG) Purpose Provide a forum where all conventional ammunition stakeholders jointly define and improve munitions management and execution. Identify, implement and / or recommend for implementation joint opportunities to reduce cost, increase effectiveness and ensure interoperability and/or interchangeability of munitions systems. A study of DoD acquisition practices commissioned by the Joint Logistics Commanders recommended that subordinate commanders groups be established to foster and promote jointness in specific technical areas of interest. The Joint Ordnance Commanders Group was one of the three groups established: JOCG, Joint Aeronautical Commanders Group (now, JALC - Joint Aeronautical Logistics Commanders), and Joint Communications and Electronics Commanders Group (disestablished). The JOCG was first formally chartered on June 19, 1985. The JOCG Mission is to maintain awareness, and to influence and guide management and execution of conventional ammunition programs including the munitions/weapons interface. The JOCG’s responsibilities cover the entire spectrum of conventional ammunition life cycle management, including matters pertaining to the operations of the Single Manager for Conventional Ammunition . The JOCG identifies, recommends, and/or directs implementation of joint sponsorship or management to reduce cost, increase effectiveness, and ensure interoperability and/or interchangeability of conventional ammunition systems, and to develop and continuously improve joint processes and procedures. The JOCG develops, approves and publishes Joint Conventional Ammunition Policies and Procedures (JCAPPs). The JOCG is concerned with all conventional ammunition, while the SMCA and EDCA are concerned with those items defined as SMCA-assigned in DoD Directive 5160.65 (Items identified on following chart.) The purple area depicts the Service-retained conventional ammunition. In a nutshell: DoD Directive 5160.65, Single Manager for Conventional Ammunition (SMCA) – Designates Army as SMCA; Defines Conventional Ammunition, managed by the SMCA and retained for Military Service management. DoD Instruction 5160.68, SMCA: Responsibilities of the SMCA and the Military Services – Outlines SMCA’s & Military Services’ mission functions. Delegation of Authority as SMCA and Section 806 Authority, 01 Feb 06 – SecArmy delegates SMCA & Section 806 authorities to ASA(ALT). Designation as SMCA Executor and Delegation of Authority for SMCA Execution and Section 806, 08 Feb 06 – ASA(ALT) designates PEO AMMO as SMCA Executor; delegates SMCA & limited 806 authorities to PEO AMMO; ASA(ALT) retains policy and oversight. EDCA Designation, 08 Feb 06 – ASA(ALT) designates AMC DCG as EDCA. SMCA Charter – Establishes & describes critical Army roles & responsibilities in performing the SMCA mission. JCAPPs – Replace DoD Manual 5160.65; contain SMCA & Military Service inputs and outputs required for execution of the SMCA mission functions. The Executive Committee Principal Members try to ensure participants sufficiently represent expertise in all ammunition life cycle disciplines (acquisition, logistics, technology and policy).

How the JOCG Operates JOCG meets at least annually or at call of Chair. EXCOM maintains regular commo / meets bi-monthly. JOCG SGs / IPTs meet as often as required. JOCG Exec Secretariat: - Coordinates with flag / GO staffs & EXCOM. - Facilitates / assists JOCG / EXCOM Chairs during meetings. - Prepares / Publishes Minutes / Actions. JOCG Agreement. Communicate - Collaborate.       The JOCG, EXCOM and Subgroups have expanded participation of DDSEB, OSD, Service PEOs and Joint Staff through invitation as the agenda dictates. This is a conscious attempt to involve more of the right people. The JOCG meets at least once annually, but attempts to meet more often. The EXCOM meets at least at least once every two months, but maintains continuous communications through the Office of the Executive Secretariat. The EXCOM regularly uses web-conferencing, but may meet face-to-face concurrent with JOCG meetings and as required. JOCG Subgroups and IPTs meet independently, as well as at the direction of the EXCOM to address on-going concerns or specific problem areas. The Office of the Executive Secretariat is the office that works directly with flag officer staffs to coordinate meeting times, locations and agendas, and to provide administrative information. The Executive Secretariat works concurrently with EXCOM representatives to make available briefings and pertinent information in advance of meetings or for review in seeking final JOCG Principal approval. There are no JOCG bylaws – operation of this body is by agreement of the Service representatives. The Joint Ordnance Commanders Group provides a forum to raise concerns; research, assess and share information; and to explore and collaborate on joint solutions. JOCG operation and implementation of decisions are based on trust. - JOCG decisions are made by consensus – there are no individual “votes”. It is the responsibility of each JOCG flag officer member to ensure implementation of JOCG decisions within his respective Service.

JOCG Value - Added Influence / oversight spans the entire munitions life cycle management. Focus on operational & strategic munitions issues. Influence policy, operations, resources, and strategic planning. Access to subject matter experts in numerous disciplines. Develop & update SMCA operational policies & procedures. Members and Invited Participants of the Joint Ordnance Commanders Group, Executive Committee and Subgroups are munitions experts in various disciplines. JOCG influence and oversight spans the entire spectrum of munitions life cycle management from research and development, acquisition and production to include subsystems and components, sustaining munitions support to the war fighter, to ultimate expenditure/disposition and disposal of all conventional ammunition. With oversight of the entire munitions life cycle management, the JOCG, EXCOM and Subgroups provide forums for munitions experts from all of the Services to surface and resolve munitions issues, and to discuss and share their collective knowledge in support of the pressing issues confronting the munitions communities today and in the future. This helps in establishing a common understanding and uniform position, and facilitates coordination of Service and joint developments. The JOCG plays a vital role in developing and updating SMCA operational policies and procedures, and increases our influence to change policies, procedures and processes, and to strive for uniform business practices. In today’s world of jointness, this collaborative forum facilitates an awareness of differences among the Services and an understanding of how to interface / build effective working relationships. It’s difficult to put a price tag on this.
