English Language Arts/English Language Learners ELA/ESL Review, Revision, Next Steps Review Report by Co-Chairs of ELA/ESL Panel – July 2008 Review Report Presented to Board of Regents – September 2008 Groundwork on Revision of ELA/ESL – Conducted in Fall 2008 Beginning Plans for Career and Technical Education Standards (formerly called Career Development and Occupational Studies Standards)

The Standards Review Initiative- Moving from “Review to the Revision” - Structures and organization of work - Working Principles 1. Include three levels of standards Student learning standards Teacher knowledge standards System infrastructure standards 2. Develop a single set of standards for each content area 3. Infuse basic and academic literacy throughout all the content areas 4. Infuse cultural aspects of literacy throughout all the content areas as appropriate 5. Infuse real life application skills throughout all the content areas 6. Develop measurable standards 7. Review PreK-12 standards within the context of a seamless P-16 continuum 8. Integrate technology throughout all the content areas

Recommendations from the ELA/ELL Panel One set of standards Replace the items currently designated as “standards” Use the “Core Performance Indicators” and “Qualities” from the State assessment rubrics to develop revised performance indicators Embed literacy into all of the content areas Consider whether the study of literature and language should be emphasized and elevated as an endeavor separate from literacy Add Viewing and (Re)Presenting as new areas Format revision is essential

Recommendations from the ELA/ELL Panel Continued P-16 Connections Support for English language learners, special populations, and students at different developmental levels Teacher knowledge/professional development will be critical More specificity needed at the 9-12 level in terms of performance indicators for literacy Assessments must be aligned Conventions and grammar should be considered Technology must be considered

Recommendations from the ELA/ELL Panel Continued Reading-writing process will be linked Early Childhood Standards must be linked to K-12 Standards Text based strategies will be important Terminology must be established Motivation, engagement, and volition must be considered Ethics of communication/literacy must be considered Understanding authorship and audience will be important

Role and Input of our Stakeholders This is a unique opportunity to shape and determine what students need to know and be able to do in the years ahead. This initiative will impact all aspects of education in New York State including: curriculum, instruction, assessment, teacher preparation and professional development, and student readiness for higher education and a dynamic global economy.
