Exemptions allow eligible students to enroll in public institutions of higher education while paying a decreased amount of tuition and/or fees. Most are targeted to specific populations identified as warranting special consideration related to paying for higher education costs. Question: Is an exemption the same as a waiver? Answer: No. An exemption covers all or a portion of a student’s tuition and/or fees, while a waiver allows special groups of non- resident students to pay a reduced, nonresident tuition rate.  Texas public universities and health-related institutions  Texas public community, technical, and state colleges Question: Does the Coordinating Board (CB) administer exemption programs?  Institutions identify the documentation needed to support a student’s claim of eligibility.  Once eligibility is determined, billing is adjusted accordingly and the student pays the remaining balance of expenses (if any).  Most statutes governing exemptions do not include a deadline date by which students must prove eligibility. Answer: Core curriculum classes are covered for the fire science exemption as long as the institution determines they are a part of the fire science curriculum in which the student is enrolled. Only classes related to criminal justice or law enforcement are covered, core classes are not. Question: Can a student who was in foster care in another state be eligible for the foster care exemption in Texas? Answer: No. The student must have been in foster care in the state of Texas.
