3 Objectives of the NSAs call Objectives: a)Actions supporting the implementation of the Media Strategy for Somalia in its three pillars: legal, capacity building and audience; b)Actions supporting culture and peace while at the same time increasing sense of citizenship (targeting the youth); c)Promotion of consultations, dialogue and reconciliation initiatives between existing forms of governance at local and regional levels with the central one in particular in the newly liberated areas;

Results a) A more effective and independent media sector in Somalia; b) NSAs have capacities in implementing cultural projects which will empower the youth and will increase their sense of citizenship; c) NSAs are better capacitated and able to participate in the stabilisation and recovery of the country; 4

5 Conditions All projects must include an updated local conflict analysis, clearly spelling out the potential drivers for conflict and/or for peace building; Coordination and synergy with earlier and/or similar on-going interventions (including with other stakeholders and UN agencies) should be ensured; The total project expenditure in administrative costs is set at 40%, while 60% should be spent for project activities for the direct benefit of the target communities;

6 Conditions (2) Projects should contain, in addition to the risk analysis, a contingency plan addressing different security scenarios in case of serious deterioration in security; Projects should include innovative actions of NSAs support including looking at the new emerging civil society organisations; Projects should take into account the Six Pillars Document and the on-going work on the New Deal and on stabilization; All projects should include the Government counterparts in the relevant line Ministries;

9 Who can apply? NEW in this Call The applicant, i.e. the entity submitting the application form (2.1.1), If any, its co-applicant(s) (where it is not specified otherwise the applicant and its co-applicant(s) are hereinafter jointly referred as the "applicants") (2.1.1), and, if any, affiliated entity(ies) to the applicant and/or to a co-applicant(s). Affiliated entities (2) If the applicant is awarded a contract, the affiliated entity(ies) will not become Beneficiary(ies) of the Action and signatory(ies) of the Contract. 16 Associates and Contractors Subcontractors: the grant beneficiaries have the possibility to award contracts to subcontractors, which are neither co- applicants or associates, and are subject to the procurement rules set by the EU (see annex IV of the grant contract); Associates: involved in the action, only per diems and travel costs are reimbursed

17 Sub-grantees and beneficiaires Sub-granting is allowed under this call; Financial support can be provided to third parties, but must not be the main purpose of the action. The reason for and the process of sub- granting has to be described in detail in the Description of the Action along the instructions in the guidelines pg 14. Max. amount per sub-grant is 60,000 EUR per third party.

33 Application form Applications must be submitted in a sealed envelope by registered mail, private courier service or hand delivery at the address mentioned in the guidelines; applications sent by any other means (e.g. by fax or by ) or delivered to other addresses will be rejected.
