GEORGIA DEPARTMENT OF EDUCATION HOW ARE GIFTED STUDENTS IDENTIFIED? Georgia Board Rule  One who demonstrates a high degree of intellectual and/or creative ability(ies), exhibits an exceptionally high degree of motivation, and/or excels in specific academic fields, and who needs special instruction and/or special ancillary services to achieve at levels commensurate with his or her abilities). Mandates  To Identify  Mental Ability, Creativity, Achievement, and Motivation  3 out of 4 qualifying scores yields eligibility  To Serve  5 segments per week Monitored  Student Record- Complete Gifted folder includes all qualifying information  FTE Counts 1 and 3

TESTING PROCESS Implementation of Multiple Criteria Automatic Referrals (Aug. 2013) Testing- (Oct. 1-16) Teacher Referrals (Dec. 2013) Parent Referrals (Aug. 1 through Dec. 13, 2013)

TEACHER REFERRALS Traits Aptitudes and Behaviors (TABs)  Ten Day Student Attendance window December 2-13 (Five consecutive days for observation)  All teachers including Special Areas, PEC, etc.  Ten characteristics on a Likert scale 1-5  Winter Testing Window- February 3-March 5, 2014 Teacher observations!

OTHER REFERRALS Parent Gifted Referral and Permission to Test Form  Consent and request must be signed Self  High School students can refer themselves for testing  Consent and request must be signed Peer  Not applicable in Atlanta Public Schools Other  Georgia Reciprocity  Documentation of eligibility is required

SCREENING IS ONGOING AUTOMATIC REFERRAL Student is initially referred for testing. Data is gathered in four areas. One instrument is administered for each of four areas. Student’s eligibility is determined by qualifying scores and evaluated via the gifted eligibility team. 2 ND LOOK Student was determined ineligible in a previous screening. Student will be given alternative assessment for areas that s/he did not qualify. Student’s eligibility is determined by qualifying scores and evaluated via the gifted eligibility team.

ANALYSIS  Test scores are returned to individual schools by the Office of Gifted and Talented.  Eligibility team meets to complete eligibility reports for students tested.  Gifted teacher enters test data into the State Reporting Fields and Gifted and Talented Tab for all eligible and ineligible students.

ELIGIBILITY Eligibility team sends eligibility report to parents notifying them of their child’s status. The Gifted teacher holds a placement meeting with parents of eligible students to explain the eligibility report and gifted services in APS. The Gifted teacher files copies of the signed eligibility report in the gifted confidential file and PR Folder. The Gifted teacher files eligibility reports of students who did not qualify in the Gifted Confidential Binder.
