Senate Bill 590 Synopsis: ▫(6) Requires an agency or political subdivision to verify the eligibility of an individual who applies for federal, state, or local public benefits ▫(9) Allows a state agency or political subdivision to terminate a public contract for services with a contractor for breach of the public contract for services if the contractor knowingly employs an unauthorized alien. ▫(12) Establishes certain state crimes, including: (A) offenses related to identification numbers and documents; (B) false identity statement ▫ (18) Prohibits a person who is not lawfully in the United States from being eligible for or receiving any higher education award or a resident tuition rate. ▫ Effective: July 1,

Indiana University’s Compliance Measures Fall 2011 IU introduced an online citizenship affidavit to comply with new legislation. ▫Students who are unable to affirm lawful presence in the United States will:  Pay out-of-state tuition.  No longer receive institutional financial aid (scholarships, grants, assistantships, etc.) ▫Students who do not respond by October/November will:  Pay out-of-state tuition.  No longer receive institutional financial aid.  Be blocked from utilizing OneStart services.  (This is an incentive to promote compliance with completion of the verification process.) 10

Developed the Degree Attainment Scholarship ▫Purpose:  The Degree Attainment Program (DAP) scholarship is designed to support continuing undergraduate IUPUI students who are ineligible to apply for and receive institutional, state and federal financial aid as of July 1, This is a one year non- renewable scholarship. ▫Eligibility:  Student must be a continuing IUPUI undergraduate student enrolled at least half-time for academic year  Student must be in good academic standing with the university  Priority will be given to students who:  Have a cumulative GPA of 3.0 or higher  Have 40 credit hours or less left to complete their undergraduate degree at IUPUI  Have previously received institutional scholarships  Holders of F-1 student visas are not eligible to apply 20

We will continue to work with prospective and admitted students to inform them about the legislation and to assist them with identifying their options for achieving a degree. ▫We will work closely with Ivy Tech as an option for the first two years. ▫Ivy Tech-IUPUI Office of Coordinated Program (Passport) We will continue to work with community groups and others to identify possible funding sources for these students. 22
