THE LOUISIANA PURCHASE

I. French Louisiana A.In 1800, France’s emperor Napoleon Bonaparte, caused fear across Europe. 1. As he conquered neighboring countries, he dreamed of rebuilding France’s North American empire

B. Slave Revolt 1. In the 1790’s, Touissant Louverture, led a slave revolt on the island of Haiti, and Napoleon wanted it back.

2. Napoleon could use the island as a base for troops in Louisiana. 3. Toussaint defeated French forces in 1802.

C. U.S. leaders were worried when they learned Napoleon again controlled Louisiana. 1.Block westward growth of U.S. 2. Control American trade along the Mississippi.

D. New Orleans soon became the focus of President Thomas Jefferson’s foreign policy.

II. The Louisiana Purchase A. President Jefferson instructed the ambassador to France, Robert Livingston to try to buy New Orleans and West Florida. B. French foreign minister Talleyrand offered to sell all of the Louisiana Territory because without New Orleans it was of little value to the French.

C. Napoleon was willing to sell for a number of reasons: 1.Needed money for upcoming war with England. 2.Buy supplies for armies in Europe. 3.If U.S. controlled Louisiana, it could challenge British power in North America. a. “I have given England a rival who, sooner or later, will humble her.”

D. France offered to sell all of Louisiana for $15 million. E. Jefferson was a Strict Constructionists. He believed the Constitution did not give him the power to buy the territory. 1.However, he feared the French might take back their offer. 2.Senate approved the treaty on October 20, 1803.

F. The Louisiana Purchase doubled the size of the United States.

III. Lewis and Clark Expedition A.President Thomas Jefferson sent Meriwether Lewis and William Clark to learn more about the people and land of the west. 1. Find a river route that could be taken to the Pacific.

B. In May 1804, Lewis and Clark and the Corps of Discovery set out from St. Louis. 1. Sacagawea served as a guide.

C. They never found a western river route to the Pacific, but they established contact with many American Indian groups. 1. Also collected a great deal of scientific information on western plants and animals.

IV. Zebulon Pike’s Expedition A.At the same time the Lewis and Clark were coming home, Pike explored the southern part of the Louisiana territory. B.In his expedition west of the Rocky Mountains, he would climb a mountain in the Colorado Plains that would be named Pike’s Peak after he was forced to turn back because of snow.
