NW Louisiana/South Arkansas Voltage Support Plan Scenario: The following single contingencies will result in low voltages to occur in the southwestern corner of the EAI service territory: Loss of the Magnolia East - McNeil line segment Loss of the Magnolia Steel - Magnolia East line segment Loss of the Magnolia Steel - Kerlin S.S. line segment Additionally the contingency outage of any of the following lines: 115 kV line from Carroll to RingGold 115 kV line from Trussel Crossing to Vienna 115 kV line from Vienna to Mount Olive 115 kV line from Springhill to Taylor 115 kV line from Haynesville to Emerson 115 kV line from Danville to Jonesboro Results in low voltage concerns in north Louisiana Capacitor bank additions alone do not provide sufficient voltage improvement to this region. The transmission grid performance can be improved by providing a new EHV source to the area. Proposed Solution: Construct a new 345 -115 kV station at Sarepta by tapping the El Dorado to Longwood 345kV line Install a 21.6 MVAR capacitor bank at Emerson (sized at 21.6 MVAR but only installing 10.8 MVAR) Install a 32.4 MVAR cap bank at Lucky Install a 32.4MVAR cap bank at Vienna Proposed In-Service Date: 2011

Upgrade sections of the Frostkraft-Rilla 115kV line to 954 ACSR by rebuilding 2.3 out of 7.8 miles. Upgrade Walnut Grove-Structure 49 115kV line section (5 mile section of Walnut Grove-Swartz 115kV line) to 1590 ACSR conductor. Upgrade Sterlington-IPCO 115kV line to 1590 ACSR by rebuilding 5.5 out of 7.8 miles. Upgrade IPCO-Bastrop 115kV line to 1590 ACSR by rebuilding all 4.2 miles. Upgrade Bastrop-N. Paterson: Restore 4 Breakers Scenario: Paterson substation was flooded during Hurricane Katrina resulting in all major transmission equipment being damaged. Prior to Katrina, Paterson 115kV bus terminated four 115kv transmission lines and operated as a hub for the transmission system in the New Orleans area. Presently, the Paterson 115kV bus has been temporarily restored to operate in a split, east / west bus configuration. The east bus is in series with the Chalmette 115kV and the Sherwood Forest 115kV substations. The west bus is in series with the Claiborne 115kV and the Pontchartrain Park 115kV substations. Various single contingencies in the New Orleans area result in overloads on portions of this west bus circuit. Recommended Solution: Re-build the Paterson 115kV substation to terminate four 115kV transmission lines from Pontchartrain Park, Sherwood Forest, Chalmette and Claiborne. Proposed In-Service Date: Summer 2009 ENOI 17

Snakefarm-Kenner 115kV: Upgrade Thermal Capacity Scenario: Studies indicate that loss of the Gypsy to Claytonia 115 kV line will result in the Snakefarm to Kenner 115 kV line segment to exceed its thermal rating. Recommended Solution: Upgrade the thermal rating of the Snakefarm to Kenner 115 kV line segement. Proposed In-Service Date: Winter 2010 ELL-South 17

Bogalusa-Adams Creek #2 230kV: Upgrade Terminal Equipment at Bogalusa Scenario: Studies indicate that the Adams Creek to Bogalusa #2 230kV line will exceed its thermal rating upon the loss of the Adams Creek to Bogalusa #1 230kV line. Recommended Solution: Increase the thermal rating of the Adams Creek to Bogalusa #2 230 kV line. Project will require the upgrade of breaker #S2520 and switches at the Bogalusa substation from 1600A to 3000A. The jumpers between the switches will be upgraded to meet or exceed the existing 883 MVA thermal line rating of the Adams Creek to Bogalusa line. Proposed In-service Date: Winter 2010 ELL-South 17

Bogalusa-Adams Creek #2 230kV: Upgrade Terminal Equipment at Bogalusa To Fancy Point McKnight To SOCO’s Plant Daniel To Coly Proposed ISD Winter 2010 ELL-South / EGSI-LA 1

Loblolly-Hammond: Construct 230 kV Substation and Line Scenario: Entergy’s transmission system north of Lake Pontchartrain is primarily supported from the ELL 230kV system between Willow Glen and Waterford. Loss of the Franklin-McKnight 500kV line, or certain other transmission contingencies, causes overloads on the underlying transmission system, primarily on the Gypsy-Madisonville 230kV line. Adding another 230kV source from a location north of Willow Glen reduces loading on the existing system and improves load serving capability north of Lake Pontchartrain and into south Mississippi. Recommended Solution: Construct a new 230 kV line from Loblolly to Hammond utilizing the existing Coly to Hammond 69 kV line (constructed for 230kV). Proposed In-Service Date: 2012 ELL-South 17

Southeast Louisiana Coastal Improvement Plan: Construct New Peters Road-Oakville-Alliance 230 kV Line Scenario: The primary transmission sources to lower Lafourche, Lower Jefferson, and Plaquemines Parishes are the Ninemile and Valentine substations. Additionally, upper Plaquemines Parish, including Belle Chasse and the Naval Air Support facility, is experiencing growth after Hurricane Katrina. For the contingency loss of the Ninemile-Barataria 115kV or the Valentine-Clovelly 115kV lines, potential low voltages and line overloads will occur. Construction of a new 230 kV source into the area will provide the additional thermal capacity needed to serve the Alliance area. Recommended Solution: Peters Road-Oakville 230kV Build a new 230kV substation at Oakville and a new radial 230kV line from Peters Road to Oakville Substation. Proposed In-Service Date: 2012 Oakville-Alliance 230 kV Construct a new 230kV transmission line from Oakville substation to Alliance substation. Add a 150MVA 230/115kV auto at Alliance substation. This project also provides support for the Fourchon area. ELL-South 17

Bayou Steel to Tezcuco: Construct New 230kV Line Scenario: Studies indicate that the Belle Point-Little Gypsy 230kV transmission line exceeds its thermal rating due to the contingency loss of the Waterford-Tezcuco 230kV transmission line. Additionally, the Waterford-Tezcuco 230kV transmission line will exceed its thermal rating due to the contingency loss of the Belle Point – Little Gypsy 230 kV transmission line. Recommended Solution: Construct approximately 10.7 miles of new 230 kV transmission line composed of 954 ACSR conductor from Bayou Steel to Tezcuco to provide a parallel 230 kV line. Proposed In-Service Date: 2012 ELL-South 17

Bogue Chitto: Build a new 500/230kV substation and upgrade 230kV line from Bogue Chitto-Ramsay-Madisonville Scenario: Loss of the Franklin to Bogalusa 500kV line results in increased flows on the underlining 115kV system in South Mississippi and ties to North Shore as the 500 kV north to south path is interrupted. Two options are being evaluated to address the impacts on the underlying 230 kV and 115 kV transmission systems in the Louisiana northshore and south Mississippi areas. Proposed Solution: Option 1: Either tap the 500kV line from McKnight to Daniel-MPCO near where the 500kV line crosses the two 230kV lines from Bogalusa to Ramsay to Madisonville and Bogalusa to Talisheek. Construct a new 500-230kV Bogue Chitto substation. Upgrade the 230 kV Bogue Chitto to Ramsay to Madisonville 230 kV line - OR - Option 2: Loop the existing Mcknight to Daniel-MPCO 500 kV line in and out of the Bogalusa 500 kV substation. Project will require coordination with neighboring utilities Proposed In-Service Date: 2013 ELL-South 17

Carter and Elton Capacitor Bank Installation (formerly Jefferson Davis: 69 kV Area Improvements) Scenario: Approximately 90 MW of local area load is sourced by the 69kV transmission system between Jennings and Chlomal (including the radial load to the south of Lawtag. The primary "trunks" of the system are the Jennings-Compton-Elton-Tupper-Serpent-Chlomal 69 kV line and the Chlomal-Iowa-Welsh-Lawtag-Jennings 69 kV line. The contingency outage of a 69kV line segment between Jennings and Elton results in the Chlomal to Lacassine 69kV line to exceed its thermal rating. Likewise, the contingency outage of a 69 kV segment between Chlomal and Carter results in the Jennings to Compton 69 kV line to exceed its thermal rating. The contingency outage of the Lawtag to Jennings 69 kV line results in the Lake Charles Bulk to Chlomal 69 kV line and the Chlomal to Iowa 69 kV line segment to exceed their thermal rating. Recommended solution: Establish normally open point at Serpent and Lawtag. Proposed ISD: 2010 Upgrade 69 kV capacitor bank at Elton to 14 MVAR, Install 69 kV, 14 MVAR capacitor banks at Carter. Proposed ISD: 2010

Youngsville 138 kV Distribution Station (formerly Upgrade Lafayette-Holiday-Billeaud 69 kV line) Scenario: There is approximately 141 MW of load in the area between Scott and New Iberia. Recommended Solution: Tap Cleco’s 138kV Flanders to Hopkins line and construct a new 138 -13.8kV distribution substation to allow area load at Billeaud and Averico to be shifted off of the existing 69 kV transmission system.
