Western Territory Settlers move west of Appalachian Mts. Northwest territories- Ohio, Indiana, Illinois, Michigan, Minnesota, Kentucky, Tennessee Conestoga wagons- pulled by oxen, large wheels for river crossing, spacious.

Land West of the Mississippi belonged to Spain and was called the Louisiana Territory. Settlers shipped goods down Miss. River to New Orleans due to Pinckney Treaty.

The French Threat Spanish treaty with France ends shipping on Miss. Napoleon Bonaparte- wants empire in both Europe and America. (Small guy big dreams) Haiti- Naval center for France. - Toussaint Louverture led rebellion, island broke away from France. Napoleon turns intentions solely toward Europe

Louisiana Purchase Napoleon needs money to fight in Europe Robert Livingston and James Madison sent to France to buy New Orleans for $10 million Charles De Talleyrand has permission to sell all of Louisiana territory for $15 million. Did not have the extra money or the permission. Was it constitutional?

Jefferson was a strict constructionist but he bent the rules for the U.S. Agree to $15 million deal and U.S. doubles in size. Boundaries were not discussed though
