Education Code Chapter 51 Sec Training and examination program for employees of campus programs for minors on warning signs of sexual abuse and child molestation.

Education Code Chapter 51, Sec The mandate applies to any program “operated by or on the campus” of a public or private college or university providing “recreational, athletic, religious, or educational activities for at least 20 campers” who “attend or temporarily reside” on campus for “all or part of at least four days.”

Education Code Chapter 51, Sec The purpose of the training is to help camp operators recognize the characteristics of abusers and molesters and indicators a child might have been abused or molested. Child Protection Training

Education Code Chapter 51, Sec A program operator (either a campus official or a person or organization which owns or operates a program for minors on a college campus) may not employ an individual in a position involving contact with campers unless the potential employee submits documents verifying the person has successfully completed a TDSHS approved training and examination program on sexual abuse and child molestation within the preceding two years or the person successfully completes such a program during the person’s first 5 days of employment. The training must include the topics listed in Section (e) of the Health and Safety code.

Education Code Chapter 51, Sec A program operator must submit such verification to TDSHS, pay a fee to TDSHS and retain the documentation for two years. TDSHS may investigate a person or institution it suspects of violating this mandate or a rule adopted by TDSHS to furtherance of this mandate. A violator will be subject to the enforcement provisions of Section Health and Safety code.

Education Code Chapter 51, Sec A training and examination program on sexual abuse and child molestation approved by the Department of State Health Services must include training and an examination on: the definitions and effects of sexual abuse and child molestation; the typical patterns of behavior and methods of operation of child molesters and sex offenders that put children at risk; the warning signs and symptoms associated with sexual abuse or child molestation, recognition of the signs and symptoms, and the recommended methods of reporting suspected abuse; and the recommended rules and procedures for youth camps to implement to address, reduce, prevent, and report suspected sexual abuse or child molestation.
