How States Can Promote Productivity in Schooling Presented by: Marguerite Roza Research Associate Professor University of Washington

Public education staffing had been growing through recessions and is only now starting to fall 4

Districts within states vary on spending, outcomes, & ROI

Unproductive spending buried in many district policies… For example: 6  Master’s bump: OK districts spend $38M on master’s bump.  Uniform longevity-based salary schedules mean STEM teachers earn less than electives teachers in most states despite higher labor market opportunities.  Small district subsidies: OK small districts spend more than larger despite little evidence of scale economies.

7 OK’s funding system provides some subsidy for small districts.

Districts within states vary on spending, outcomes, & ROI

State finance design features: 1.Fund students, and student types - Avoid over-funding smaller districts, or create hold harmless provisions. - Remove process constraints or input specification 2.Create transparency, measure productivity -State enables data systems to assist districts 3.Incent innovation, ensure variation and options - Fund innovation for improved productivity, e.g. through competitive grants or innovation zones -Grow new schools (or program options) in low performing areas 4.Augment accountability - Student choice and funding portability - Process for school closure
