Rules cover those things that senior leadership identifies as too important to leave to judgment. They neither require, nor do they benefit from interpretation or discretion.

Doctrine Doctrine is the body of principles that set the moral or ethical standard, and forms the foundation of judgment, mode of action, decision, and behavior. It is authoritative but flexible, definitive enough to guide specific operation, yet adaptable enough to address diverse and varied situations.
