EPA & State DEP Response to E-Waste

The EPA has no laws or regulations regarding e-waste. Each state must determine it’s own e-waste laws and regulations.

In PA, electronic waste is considered municipal waste for residential and commercial generators and residual waste for manufactures.

In Pa, residual waste generators that produce more then 2,200 lbs of waste monthly must report the output to the PA DEP.

E-Waste De-manufacturing & Disposal in Pennsylvania General Permit WMGR081

There have been 21 companies permitted to de-manufacture e-waste in PA between 2002 and 2010.

All of the companies listed on the PA DEP website that were issued Permit WMGR081 indicate that they will refurbish electronic waste products.

The basic flaw in the e-waste de-manufacture & disposal business in PA is that Permit WMGR081 allows for the reuse and resale of whole electronic equipment which drives profits and determines service pricing.
