AGARTALA CITY: AGARTALA MUNICIPAL COUNCIL : BRIEF INTODUCTION Agartala - Capital & Main City, Administrative, Business Industrial, Educational & Health Center, Airport and Railway facility Agartala Municipal Council - One of the oldest in India- Established in Population- 4 lakh (2011 Census) Daily migrating population-1 lakh Four Zones, 35 wards, Total Area Sq Km. No of Households Main River-Haora Septic tank Number (tentative) Dry/Kaccha Latrines/Un- Sanitary latrines- Around 20000

Septage Management under AMC at Present Each year about 10% septic tanks i.e gets full and need cleaning. Mechanical: AMC operates two no of cess- pool machines at present. Lat year AMC got only 940 cess-pool orders. Manual: About 6000 septic tanks are cleaned in the last year manually on private basis. Septage is flown into storm water drain causing pollution of rivers and water- bodies.

Difficulties faced by AMC at present for Septage management Only two functioning cess -pools which can cater only 6-8 orders per day. Lack of ability of AMC to cater entire orders and pendency problem. No access too narrow lanes and gullies as the cess pool can not enter due to big size. High expenditure per trip of cess pool and very subsidized rate No scientific disposal of septage at present People do not follow practice of construction of soak pit along with septic tank though it is mandatory as per TBR-2004, overflow pipe of septic tank is put into storm water drainage leading to pollution of water bodies of city and international water. Relatively large number of kaccha latrines: As per ILCS survey there are about kaccha/un sanitary latrines. As per The Tripura Pollution Control Board Survey 1145 latrines along the Haora river have direct connection into the river

Main reasons of pollution of Haora river and other water bodies of Agartala City: Practice of manual cleaning of septic tanks and throwing of the septage thus collected into the storm water drainage which ultimately flows to Haora and other water bodies of the city. Lack of soak-pit In most of the households there is no soak pit attached to the septic tank for soaking the overflow of septic tank. The overflow is directly put into the storm water drainage which ultimately flows to Haora and other water bodies of the city. As per the Tripura Building Rule 2004 soak pit is mandatory for all the septic tanks. Large number of kaccha latrines. There are about kaccha latrines in the city. Most of these latrines are directly connected with the storm water drainage or some water channels or river.

Sewerage Scheme under AMC Rs Crore Scheme under progress JNNURM for North Zone of Agartala Municipal Council –to be operational by March Almost 70 % work completed. 95 km sewer line network covering entire North Zone of AMC, 3500 manholes, 9 pumping stations, 11 lifting stations, one Sewerage Treatment Plant with 8 million liter per day sewerage processing capacity. The components are- 1.Sewerage House Connections and pipelines 2.Sewage Pumping Stations 3.Sewage Treatment and Disposal Facilities

Plan for % Mechanical Septage collection under AMC Aim is to clear around septic tanks mechanically by Cess-pool Machines ( Suction Pumps with Tankers) and treat the septage in Sewerage Treatment Plant (JnNURM) At present two no of cess-pool machines are operating. Two split type cess-pools and two conventional cess pools to be procured by the end of December 2013 so as to cater daily orders.

Plan for septage/sewage treatment 8 million liters per day Sewerage Treatment Plant(STP) under Sewerage Scheme JNNURM to become operational by December 2013 The STP plant is enough for the treatment of all the septage about Septic tanks daily along with the sewerage load of the entire North Zone.

Use of two high power De-Silting Machines Agartala Municipal Council has recently procured two numbers of high power De-silting Machines with the cost of Rs. 2 crore. Machines are being used to de-silt all the major drains of Agartala City at present The Sewage thus collected is at present dumped into the landfill but subsequently treated in the new Sewage Treatment Plant of 8 MLD capacity which will be operational, under the Sewage Scheme under JnNURM under North Zone of AMC by December 2013.

ILCS Scheme implementation under AMC no of Integrated Low Cost Sanitary Latrines are being constructed to convert eliminate all the dry latrines under Integrated Low Cost Sanitation Scheme (ILCS) of Ministry of HUPA, GOI Already 2500 completed Target to be completed by 31 st March 2014.

Aims before AMC To create public awareness for cleanliness, & sanitation through media, small movie clips, school programmes, rallies, distributing pamphlets, leaflets etc To clean all the septic tanks mechanically by the end of this financial year. To treat scientifically entire sewage/septage by the end of this financial year & to prevent pollution of city rivers and international water. To eliminate dry/kaccha latrines by completing ILCS target of units by the end of this financial year. To make City of Agartala fully clean and green by effective contribution and active participation of all the stake-holders under Agartala Municipal council within one to two years.
