2 COST European Cooperation in Science and Technology One of the longest-running European intergovernmental frameworks supporting cooperation among scientists and researchers. It allows the coordination of national-funded research on a European level.

3 COST-TERRA Problem statement Cognitive Radio (CR) is posed to become one of the most important technological breakthroughs in wireless communications, yet the issues surrounding the regulatory aspects of its introduction remain unresolved.

4 COST-TERRA Objective Techno-economic studies with the aim of assisting the development of a regulatory framework of radio spectrum access rules for CR-based wireless applications.

5 COST-TERRA Activities oActing as a “think tank” of experts on CR and regulation. oAnalyzing input from R&D projects in the field of CR. oProviding key outputs as proposals to regulators. oInnovation through devising scenarios for CR deployment.

6 COST-TERRA Participants Action’s network reached a stable size, with 20 member countries and 2 institutions from non-COST countries (South Africa and Canada).
