NOSIA analysis determined NOAA’s current upper air observing performance is 76 on the 0-100 scale (more precisely, 76.22). The PALMA tool allows the user to visually examine the effects on NOAA’s value tree of turning off individual or combinations of observing systems. Impacts can be explored through all levels of the value tree.
