2 n Provides opportunity for judicial review of select defendants or offenders to see if they may be likely candidates for release from jail under strict supervision with electronic home monitoring (EHM) – systematic – thoughtful – orderly Community Custody Program CCP

3 – PRETRIAL n first advisement n second court appearance n release on PR Bond enhanced EHM – SENTENCED n original sentencing n after 50% served n sentence to CCP - in whole or in part OPPORTUNITY FOR CASE REVIEW CCP – PLEA n bench release to CCP Community Custody Program

4 – SENTENCED n eligible for judicial review by sentencing judge for CCP after 50% served – required conditions NO active cases pending NO felony convictions NO domestic violence NO holds NO escape convictions with 5 years NO violations during incarcerated time CCP

5 Community Custody Program n Agreements with BI, Inc. – EPC Sheriff November 2000 – EPC Dept. of Justice Services August 2002 n BI, Inc. n nation’s largest supplier of electronic home monitoring services n 20 years experience n 10 Colorado Judicial Districts use services n monitor an average of 20,000 offenders each day on EHM n offer certified treatment programs since 1992 n No cost to the County CCP

7 Community Custody Program n ENHANCED Electronic Home Monitoring provided by BI, Inc. – Provides additional correctional sanctions for supervision and treatment vs. jail incarceration alone. – Allows for better management of limited jail space by allowing qualified individuals to be confined in their home under strict supervision. – Affords public safety at the offender’s expense. – Offers improved compliance rates due to intense monitoring. CCP

8 Community Custody Program n Cost to Offender – $30 one-time hook-up fee – $80 per week - sliding fee scale offered n Basic Program offered by BI, Inc. –  - Electronic Monitoring –  - Case Management –  - Supervision CCP

9 Community Custody Program n Basic Program –  Electronic Monitoring n 24 hours a day, 7 days a week n curfew monitoring n reports by BI, Inc. to Pretrial Supervision/Sheriff’s Office – major violations reported within 4 business hours examples: re- arrest, abscond, second positive drug and alcohol tests, missed court date – technical violations reported next business day examples: missed check-in, curfew violation, change of address, etc., without notification – progress reports monthly or as requested – statistical reports CCP

10 Community Custody Program n Basic Program –  Case Management n assessment of needs – budget – employment n monitoring in appropriate treatment groups AA/NA/other n meeting with clients weekly or more often as needed n tracking for compliance n financial monitoring CCP

11 Community Custody Program n Basic Program –  Supervision n breath tests random and each time client reports to BI, Inc. n antabuse monitoring n drug tests minimum of bi-monthly or as needed CCP
