RECOMMENDATIONS of Low Income Rate Payers and Community Based Organizations

CONCERNS RAISED BY LOW- INCOME UTILITY/WATER PAYER A list of shut-offs in affected low-income communities is needed and should be provided by the utility/water providers, to get more accurate numbers of low-income payer affected Sharp increase in utilities/water shut-offs among low-income rate payers (partially due to the mortgage/loan crisis) on Section 8 * immediate action and assistance is needed Higher cost of gas/transportation is contributing to delinquencies and shut-offs Again *IMMEDIATE assistance is needed for those being affected Uniform policies needed between utility/water providers and assistance programs. Low-income rate payers reported getting conflicting information between providers and assistance providers resulting in delays of getting assistance timely Low-income rate payers are more trusting and willing to share their concerns and information with their local community organizations or groups as opposed to utilities/water service providers The programs are too PG&E controlled. Decisions, design and control should be shared with other stakeholders assisting low-income

NEEDS OF THE LOW-INCOME RATE PAYER & COMMUNITY The needs of low-income communities varies depending on it’s region Issues raised in Northern California differs from those in Central, Southern or rural areas among low-income utilities/water rate payers. CBO’s should be utilized to reach affected low-income rate payers to obtain information specific to their areas Low-income rate payers are more trusting and willing to share their concerns and information with their local CBO or groups as opposed to utilities/water service providers If you want buy in from CBOs then they’re recommendations should be included in the design of workshops, programs etc. targeted at them Increase of assistance needed in Care/LIEE programs Current Care Program assistance is not reflective of higher cost of living (gas, utilities, water, transportation)

FUNDING FOR OUTREACH AND EDUCATION Funding should be made available to CBOs in areas where LIOB meetings are held for outreach and education to get their constituencies involved and to obtain information needed to address their needs Current PG&E Care partnership program should be restructured with input from CBOs to reflect a more partnership relationship to reach affected low-income rate payers. The current program of $15 per accepted applicant referral stipend with materials provided does not adequately cover the cost required to actually reach affected low-income rate payers not currently being reached CBOs and other stakeholders should be a part of designing outreach and education targeting low-income

WATER BROCHURE AND SIMPLE APPLICATION PROCESS NEEDED List of subsidies, resources and assistance available for low-income water payers is needed and should be easily accessible (monthly bills, community centers, welfare offices, churches, internet) Water brochure explaining subsidies, discount or assistance available should be included in water bills Simple 1 pg application process that is language appropriate and easily understood should be available in-house at the utilities payment centers Surveys should be conducted among low-income utilities/water users in each region to access their specific needs and issues to best address their needs
