April 29, 2014 What is a CST?  A CST is a military HAZMAT team  Consists of 22 full time members in a mix of Army and Army and Air, all HAZMAT Tech certified per NFPA requirements  Team organically includes:  Radio/satellite communications truck  Mobile laboratory for presumptive analysis, includes glove box and now ISO certified  Medical team consisting of a Physician’s Assistant and Medic  Command trailer 5

April 29, 2014 Michigan National Guard 51 st CST Exercise and Training  CSTs are programmed to conduct 12 exercises annually  Only two of them are directed by National Guard Bureau: 1)Take part of a national level exercise 2)Conduct an exercise with multiple CSTs  Biggest training problem: COMPLACENCY!  Partial solution: each exercise has a different condition (examples): night/24 hour exercise, winter training, rural, maritime, etc.  CST needed to vary locations and partner agencies, which lead to working with the MSP/EMHSD Training Center 6
